Objectives

The primary objective of this tender is to appoint a qualified professional consultant to conduct comprehensive building condition assessments for various Cape Agulhas Municipality buildings in Napier. The assessments aim to establish the current structural integrity, safety, functionality, and regulatory compliance of the municipal buildings. The outcomes will enable the municipality to plan maintenance, repairs, and capital interventions, ensure statutory compliance, reduce liabilities, and maintain safe, functional, and legally compliant facilities that support effective service delivery.

Scope

The scope includes conducting detailed building condition assessments for specific municipal buildings in Napier, such as community halls, libraries, sports facilities, municipal offices, and stores. The assessments cover:

• Structural integrity, serviceability, and potential defects
• Risks related to civil, structural, electrical, HVAC, plumbing, fire safety, and environmental concerns
• Compliance with national building regulations, occupational health and safety, disability access, and environmental standards
• Assessment of existing services including electrical, HVAC, plumbing, stormwater, sewage, and other infrastructure
• Evaluation of building components such as roofs, walls, floors, facades, staircases, waterproofing, and finishes
• Provision of cost-effective, long-term repair and upgrade options
• On-site validation and data collection, including measurements and observations
• Preparation of lifecycle replacement schedules and detailed reports with recommendations

Technical Requirements

The technical requirements specify that the consultant must:

• Review available documentation and conduct site inspections to identify physical deficiencies
• Employ best practice research techniques and align methodology with ISO 55000 principles and local infrastructure asset management frameworks
• Assess structural, civil, electrical, HVAC, plumbing, fire safety, and environmental aspects comprehensively
• Provide detailed reports on all assessed elements, including risks, deficiencies, and cost-effective solutions
• Recommend least-cost options for short-term repairs and long-term upgrades
• Validate the current state of buildings through on-site inspections and observations
• Engage with building management, service personnel, and relevant departments for information gathering
• Address statutory compliance, building code violations, and environmental concerns such as asbestos

The tender specifies that the successful bidder must demonstrate:

Company Experience and References (45 points)

• Minimum of five (5) projects similar in scope, with references on official letterhead, indicating project duration, scope, and client feedback

Project Team Qualifications and Experience (10 points)

• Organogram indicating a qualified team leader with at least five (5) years of relevant experience in building assessments
• CVs of team members with qualifications in the built environment or engineering, including professional registration (e.g., engineers, architects, quantity surveyors)
• Minimum of five (5) years of experience for each team member in relevant assessment services

Methodology and Approach (10 points)

• Detailed project plan outlining assessment phases: initiation, site visits, data collection, analysis, reporting, and client review
• Provision of a draft executive summary report demonstrating understanding of scope and deliverables

Additional Skills

• Ability to interpret building regulations, safety standards, and environmental concerns
• Experience in preparing lifecycle replacement schedules and cost estimates
• Strong communication skills for stakeholder engagement and reporting
