Objectives

The primary objective of this tender is to solicit quotations from suitable service providers for the review and revision of the Municipal Health Services By-law. The review aims to update, strengthen, and ensure the enforceability and practicality of the by-law, aligning it with current legal frameworks, best practices, and emerging public health risks. The process includes document analysis, stakeholder engagement, benchmarking, and legal vetting to produce a final draft ready for Council approval and Gazette publication.

Scope

The scope of work encompasses:

• Conducting a comprehensive analysis of existing municipal health by-laws and legislative frameworks.
• Benchmarking against best-practice models in comparable municipalities.
• Identifying outdated provisions, gaps, inconsistencies, and areas needing strengthening.
• Preparing a revised by-law with updated definitions, enforcement mechanisms, penalties, and administrative procedures.
• Facilitating internal consultations with the Municipal Health Services team and other departments.
• Engaging external stakeholders through meetings, workshops, and written submissions.
• Incorporating stakeholder feedback and preparing a consultation report.
• Finalizing the draft for Council submission, approval, and Gazette publication.
• Processing the final council-approved by-law for Gazette publication.

Technical Requirements

The technical requirements include:

• Document analysis of existing by-laws and legislative frameworks.
• Benchmarking against best practices.
