Objectives

The primary objective of this tender is to appoint a contractor experienced in roadworks to provide routine and safety maintenance on District Road D2101 (km 0+000 to km 6+000) within the Okhahlamba Local Municipality under the Ladysmith region. The project aims to ensure the road's safety, durability, and functionality through maintenance activities, drainage improvements, and community engagement, aligning with government infrastructure and social development goals.

Scope

The scope encompasses a comprehensive range of activities including:

• Routine and safety maintenance of the specified road section
• Construction and repair of drainage systems, including culverts and gabions
• Patching potholes and edge repairs
• Construction of pavement layers, stabilisation, and asphalt surfacing
• Installation and maintenance of road signs, line markings, and studs
• Traffic accommodation, safety signage, and community liaison
• Environmental management, site establishment, and safety measures
• Engagement of local labour and targeted enterprises under EPWP and B-BBEE policies
• Monitoring, reporting, and training related to skills development and enterprise support

The project covers site preparation, construction, maintenance, and post-construction activities, including community and stakeholder engagement, environmental and safety compliance, and targeted enterprise development.

Technical Requirements

• Adherence to the Standard Specifications for Road and Bridge Works (Draft Standard October 2020) and project-specific specifications
• Compliance with environmental management, health and safety regulations, including the Occupational Health and Safety Act and Construction Regulations 2014
• Provision of site facilities, traffic management, and safety signage in accordance with legislation
• Use of labour-enhanced construction methods where specified, with appropriate supervision and management
• Implementation of environmental controls, waste management, and pollution prevention measures
• Relocation and protection of existing services, with appropriate planning and coordination
• Construction of drainage, pavement layers, and surfacing as per project and standard specifications
• Monitoring and testing of materials, workmanship, and environmental compliance
• Community liaison, employment of local labour, and targeted enterprise development in line with EPWP and B-BBEE policies
• Provision of training, mentoring, and capacity building for targeted enterprises and labour

Skills Requirements

• CIDB contractor grading of 7CE or higher, with active registration
• Management and supervisory personnel with relevant experience and qualifications, including:
• Contracts Manager (minimum 10 years road rehabilitation experience, registered with ECSA/SACPCMP)
• Construction Manager/Senior Site Agent (minimum 13 years road rehabilitation experience, NQF Level 5 or 7)
• Supervisors/Foremen (minimum 5 years experience, NQF Level 4)
• Qualified safety personnel, including full-time Construction Safety Officers registered with SACPCMP
• Personnel with skills in environmental management, traffic control, and community liaison
• Skilled workers capable of executing drainage, pavement, asphalt, and signage works to standard
• Experience in managing targeted enterprises and local labour under EPWP and B-BBEE frameworks
• Training and mentoring skills for targeted enterprise development and labour capacity building
• Ability to implement and monitor health, safety, and environmental compliance
