Objectives

The primary objective is to secure critical water infrastructure assets through professional, reliable, and fully compliant private security services. The contract aims to ensure uninterrupted water supply operations, safeguard personnel and equipment, prevent unauthorized access, and maintain a safe working environment across designated facilities for a fixed three-year period.

Scope of Work

The tender covers the provision of comprehensive security services for four (4) uThukela Water facilities over a 36-month contract term:

• Ngagane Water Treatment Plant
• Biggersberg Water Treatment Plant
• Verdruik Pump Station
• Tayside Pump Station

Services encompass perimeter protection, access control, routine patrols, incident response, surveillance monitoring, and general site security management. Detailed operational parameters, staffing levels, and performance metrics are specified in the full tender documentation.

Technical Requirements

• Mandatory registration on the official national supplier database to verify legitimacy, tax compliance, and transformation status.
• Achievement of a minimum functionality score of 80% to qualify for financial evaluation.
• Bid adjudication follows an 80/20 weighting model, prioritising functional capability over pricing.
• Compliance with current preferential procurement regulations, including documented claims for socio-economic transformation goals to earn additional preference points.
• Submission of physically sealed tenders bearing the exact bid reference and bidder details; electronic, faxed, or late submissions will be automatically disqualified.
• Mandatory attendance at the site briefing meeting requires a printed copy of the tender document and appropriate personal protective equipment (safety gear).

Skills Requirements

• Minimum Functionality Threshold (80%): Bidders must secure at least 80 out of 100 possible functional points to advance to the financial evaluation stage. Falling below this benchmark results in immediate disqualification regardless of pricing.
• Preferential Procurement Regulations, 2022: Government-mandated policies that allocate additional scoring points to suppliers who meet specific socio-economic transformation targets, such as majority ownership by historically disadvantaged groups, disability inclusion, and local enterprise development.
