Objectives

The primary objectives of this tender are to provide support, maintenance, and management of critical security infrastructure systems including CCTV cameras, PA systems, access control software (including visitor management systems), and physical access control infrastructure such as booms, gates, turnstiles, and gate motors. The aim is to ensure the continuous, reliable operation, security, and integrity of these systems over the contract period.

Specific SMART objectives include:

• Ensure 100% operational availability of CCTV, access control, and PA systems at all designated sites throughout the 36-month contract period.
• Implement timely support and maintenance responses within agreed SLAs to minimize system downtime.
• Develop and sustain a skilled workforce capable of delivering high-quality maintenance and support services, including skills transfer and training initiatives.

Scope

The scope encompasses the provision of support and maintenance services on an as-and-when-required basis for a period of 36 months. It includes:

• Support and maintenance of CCTV cameras, PA systems, access control software, visitor management systems, and physical security infrastructure (booms, gates, turnstiles, motors).
• Installation, testing, commissioning, and ongoing support of related hardware and software components across multiple sites within the Gemma Cluster.
• Development and implementation of maintenance plans, including preventive, corrective, and predictive maintenance activities.
• Skills development and capacity building for personnel involved in system support.
• Environmental and quality management compliance as per Eskom standards.

Technical Requirements

The technical requirements include:

• Provision of qualified personnel with relevant skills and certifications for system maintenance and support.
• Implementation of a comprehensive Quality Management System (QMS) conforming to ISO 9001 standards.
• Development and adherence to detailed Contract Quality Plans (CQP) and Inspection & Test Plans (ITP).
• Use of approved procedures, welders, and special process certifications where applicable.
• Deployment of tools, equipment, and infrastructure necessary for maintenance, testing, and support activities.
• Environmental management and compliance with Eskom’s environmental policies and procedures.
• Effective relationship management with stakeholders, including Eskom and sub-suppliers.
• Data collection, analysis, and reporting mechanisms for performance monitoring and continuous improvement.

Skills Requirements

The tender mandates the following skills and competencies:

• Qualified technical personnel with certifications in relevant fields such as CCTV, access control, PA systems, and electrical infrastructure.
• Proficiency in ISO 9001 quality management systems and related documentation processes.
• Experience in developing and implementing Quality Control Plans (QCP) and Inspection & Test Plans (ITP).
• Skills in environmental management, safety, and health protocols.
• Capacity for skills transfer, training, and capacity building, especially for candidates from the Northern Cape region.
• Ability to perform risk assessments, audits, and continuous improvement initiatives.
• Competence in using tools, testing equipment, and infrastructure required for system maintenance and support.
