Objectives

The primary objective of this tender is to procure services for the provision of refresher training on the transportation of dangerous goods for Roads Department employees. The training aims to enhance employees' knowledge, skills, and compliance with legal and safety standards related to handling hazardous substances, ensuring safe loading, conveying, off-loading, and incident management.

Scope

The scope includes:

• Providing in-house competency training and certification on transportation of dangerous goods, aligned with relevant unit standards (US 123259 or related).
• Demonstrating company profile, accreditation, and past experience with similar services rendered to municipalities or government entities within the Western Cape Province.
• Facilitating training at the Bredasdorp depot, including practical and theoretical components tailored to the working environment.
• Providing training materials, assessment tools, and certificates with no expiration date.
• Including costs for professional fees, travel, accommodation, meals, and training materials in the quotation.
• Ensuring facilitators are proficient in at least two official languages (Afrikaans, English, isiXhosa).

Technical Requirements

The technical specifications for the service provider include:

• Submission of a comprehensive company profile and proof of accreditation with TETA and the Department of Transport.
• Facilitators with 3-5 years’ experience in relevant fields, registered with SAQA/ETDP.
• Provision of a detailed training implementation plan, including assessment criteria/tools for formative and summative assessments.
• Training program aligned with unit standards, practical and theoretical, customized to the working environment.
• Ability to award valid competency certificates upon successful completion.
• Costing that includes all professional fees, transportation, meals, accommodation, and VAT.
• Proof of previous experience and reference letters from similar projects.
• Compliance with all legal, safety, and accreditation standards, including proof of registration and certification.

Skills Requirements

The successful bidder must demonstrate:

• Experience in delivering hazardous goods transportation training, with proven track record in similar projects.
• Qualified facilitators proficient in at least two official languages.
• Ability to develop and deliver practical and theoretical training tailored to the municipal environment.
• Competence in assessment and certification aligned with national standards.
• Effective communication skills and capacity to manage training logistics, including record keeping and administration.
• Ability to provide comprehensive training materials and conduct presentations on the proposed intervention.
