Objectives

The primary objective of this tender is to secure the provision of 24-hour physical security services at Ngaka Modiri Molema District sites for a period of thirty-six (36) months. The services aim to ensure the effective protection and safeguarding of departmental assets, personnel, and facilities through static guarding, patrols, access control, emergency response, and related security functions.

Scope

The scope encompasses comprehensive security services across multiple sites within the Ngaka Modiri Molema District, including:

• 24-hour static guarding at designated sites
• Patrol services (foot and vehicle patrols)
• Access control for pedestrians and vehicles
• Response to emergencies, including fire, power failure, and security breaches
• Escort services for employees and assets
• Monitoring and reporting through control rooms
• Provision of security equipment and uniforms
• Management of security registers and incident documentation
• Site inspections and compliance with security standards

The services also include site-specific requirements such as handling unrest, contingency planning, and adherence to legislative and departmental policies.

Technical Requirements

The technical specifications include:

• Registration and compliance with the Private Security Industry Regulatory Authority (PSIRA)
• Provision of fully equipped and branded security personnel with appropriate grading
• Operational control room with 24/7 functionality, equipped with communication systems, contingency plans, and fire safety equipment
• Security officers must wear proper uniforms, carry standard equipment (batons, handcuffs, radios, pepper spray, metal detectors), and be physically and mentally fit
• Availability of patrol vehicles, branded and roadworthy, for site patrols
• Existing operational office with proof of address (lease, title deed, or municipal statement)
• Implementation of site-specific security standards, including access control, incident reporting, and emergency procedures
• Adherence to relevant legislation such as PSIRA Act, Firearms Control Act, Occupational Health and Safety Act, and others listed in the security conditions
• Provision of contingency plans for strikes, unrest, fire, power failure, and other emergencies
• Regular training and refresher courses for security officers

Skills Requirements

The tender stipulates that bidders must demonstrate:

• Experience in providing security services, supported by reference letters detailing similar projects, contract values, durations, and performance
• Capability to operate a 24-hour control room with monitoring and recording systems
• Qualified security personnel with valid PSIRA registration and competency certificates, especially for armed guards and crowd control managers
• Ability to handle unrest, crowd management, and emergency evacuations with trained staff and appropriate equipment
• Operational management skills, including site inspections, reporting, and compliance with security standards
• Technical skills related to communication systems, incident documentation, and vehicle patrol management
• Knowledge of relevant legislation and security policies
• Capacity to provide and maintain security infrastructure, including control rooms, vehicles, and equipment
