Objectives

The primary objective of this tender is to procure a high-speed guillotine/cutter machine for the State Security Agency (SSA). The procurement aims to acquire a machine capable of handling large volumes of paper and thick board, suitable for tasks such as book production, trimming posters, and binding-related trimming. The purchase includes the supply of the equipment, associated peripherals, and a support and maintenance contract to ensure ongoing operational efficiency.

Scope

The scope encompasses the complete supply and installation of a new high-speed guillotine/cutter machine (AO size 840x1188 mm) at SSA Head-Office in Pretoria. The scope includes:

• Supply of the equipment and all necessary peripherals.
• Delivery, installation, and commissioning of the machine on-site.
• Provision of technical and user documentation.
• Training of SSA personnel in operation and maintenance.
• Provision of operating consumables.
• Post-installation support, including maintenance, telephonic support, and warranty services.
• Optional upgrades and extensions, such as networking and optional features.

The machine must meet international standards (e.g., ISO/IEC), health and safety, and environmental requirements. It should be new, stored properly, and free from defects. Demonstrations of the equipment may be arranged within RSA for functional evaluation.

The technical specifications for the guillotine/cutter machine include:

• Size & Capacity: AO size (840x1188 mm), capable of cutting large volumes of paper, thick boards (400 gsm), large posters, and books.
• Construction: Compact, sturdy cast-iron body, designed for durability and ease of maintenance.
• Drive & Clamping: Self-locking worm gear, hydraulic clutch, hydraulic pressure with stepless adjustment (150 daN to 4500 daN).
• Knife System: OptiKnife with fine adjustment, electronic knife depth control, illuminated cutting line, and quick knife change mechanism.
• Measuring & Back Gauge: High precision (1/100 mm), direct measuring system, linear ball guiding, infinitely variable back gauge speed up to 300 mm/sec.
• Control System: 18.5" touchscreen TFT display, graphical operator guidance, software updatable, data exchange capabilities, and programmable functions.
• Safety Features: Two-hand cut release, infrared light curtain, mechanical safety catches, finger protection, and emergency stop features.
• Additional Features: Air tables, programmable jogging/ejector, automatic sequence control, and machine self-diagnosis.

Skills and Service Requirements

The successful bidder must demonstrate:

• Proven experience in supplying high-speed cutting machinery and related systems.
• Capability to provide technical support, maintenance, and repairs for at least 5 years post-installation.
• Availability of qualified service technicians (minimum of 6 on-site during installation).
• Ability to conduct demonstrations within RSA for evaluation purposes.
• Compliance with security clearance requirements for personnel involved in the project.
• Provision of training to SSA staff on operation, maintenance, and safety procedures.
• Ability to upgrade technology annually during the lease/support period if required.
• Adherence to all relevant health, safety, environmental, and international standards.
