Objectives

The primary objective of this tender is to appoint a qualified, competent, and registered security service provider to supply and manage new alarm systems along with armed response services. The services are to be provided over a period of three (3) years, with an option to renew for an additional two (2) years, ensuring continuous security coverage for PPECB's Centurion offices.

Scope

The scope of work includes:

• Monitoring: 24/7 surveillance of PPECB offices, including alarm activation, communication, and escalation procedures.
• Reaction: Timely response to alarm triggers via marked vehicles, including dispatch and on-site intervention to prevent or minimize property loss or injury.
• Records: Maintaining detailed logs of alarm events and responses upon client request.
• Equipment Maintenance & Repairs: Replacement, maintenance, and repairs of alarm equipment due to obsolescence or malfunction, with market-related sourcing and warranty adherence.
• Contingency Planning: Having a Business Contingency Plan (BCP) for emergency situations affecting security personnel.
• Service Hours: 24/7 security services, including monitoring and response, throughout the year.

Technical Requirements

The technical specifications include:

• Compliance with South African Standards (SANS 2220-1-1).
• Adherence to regulations by the Independent Communication Authority of South Africa (ICASA) and the Telecommunications Act, 1996.
• Implementation of date and time-stamped programming events for monitoring and analysis.
• Security vetting of personnel, with replacement if risks are identified.
• Provision of communication equipment with valid certificates.
• Mandatory site visit scheduled for 12 May 2026, to be attended by bidders.
• Compliance with Occupational Health and Safety Act, 85 of 1993.

Skills Requirements

The successful bidder must demonstrate:

• Registration with the Private Security Industry Regulatory Authority (PSIRA), including current and valid certification and good standing.
• Experience in alarm installation, monitoring, and armed response services, supported by references not older than 7 years.
• Registration with the South African Intruder Detection Services Association (SAIDSA).
• Presence of an office within 15 km of the PPECB Centurion office for prompt response.
• Capability to provide qualified and vetted security personnel, equipped with communication devices compliant with relevant standards.
• Ability to supply references and documentation supporting B-BBEE status and other specific goals.
