Objectives

The primary objective of this tender is to appoint a qualified security service provider to supply and manage a new alarm system along with armed response services at the PPECB Tulbagh Sub-Office. The service aims to ensure effective monitoring, rapid response to security incidents, and maintenance of security infrastructure over an initial period of 36 months, with an option to extend for an additional 12 months.

Scope

The scope includes:

• Provision of a new security alarm system monitoring at the PPECB Tulbagh Sub-Office located at 37 Voortrekker Street, Van Eeden Building, Ceres.
• Provision of armed response services from a registered, competent, and experienced security provider.
• Monitoring services on an hourly basis to oversee the office's security status.
• Rapid response to security alerts, including dispatching company-marked vehicles.
• Maintenance, replacement, and repair of security equipment, including sourcing market-related parts and ensuring warranties are valid.
• Emergency response coverage when security personnel are unable to perform their duties.
• Security vetting and risk assessment of the service provider.

Technical Requirements

The technical specifications include:

• 24-hour monitoring of the PPECB office.
• Timely armed response with documented dispatch and arrival times.
• Use of company-marked vehicles for response.
• Replacement and maintenance of obsolete or faulty equipment, with market-related sourcing and warranties.
• Emergency response arrangements for situations where security personnel cannot operate.
• Provision of security vetting documents and risk assessments.
• Adherence to service coverage hours as per the SLA.

Skills Requirements

The successful bidder must demonstrate:

• At least 10-15 years of experience in installation, maintenance, and armed response services.
• Presence within the regional footprint, evidenced by utility bills or lease agreements within a 50 km radius of Ceres.
• Provision of references for similar projects undertaken.
• Ownership or leasing of at least two security vehicles, with proof of registration and ownership.
• Capability to install, maintain, and warranty alarm systems, with a clear turnaround time for call-outs and after-sales support.
• Provision of value-added services that benefit PPECB beyond the basic scope.
• Compliance with PSIRA registration and security vetting standards.
