Objectives

The primary objective of this tender is to appoint a qualified, competent, and registered security service provider to supply and manage new alarm systems and armed response services in Grabouw. The services aim to ensure diligent monitoring, timely response to security incidents, and maintenance of security equipment for PPECB's Grabouw office over a period of three years, with an option to renew for an additional two years.

Scope

The scope includes:

• Provision and installation of new security alarm systems at PPECB's Grabouw office located at 7 Bosbou Avenue, Grabouw 7160.
• Monitoring of the alarm systems on an hourly basis.
• Armed response services, including response times and deployment of marked security vehicles.
• Maintenance, repairs, and replacement of security equipment due to obsolescence or faults, ensuring all parts/components are market-related in price and carry warranties.
• Emergency response arrangements where security personnel are unable to perform duties.
• Security vetting and mandatory site visits for bidders.

Technical Requirements

The technical specifications encompass:

• 24/7 monitoring of PPECB's office security systems.
• Timely response to security alerts, with dispatch times recorded from response officer deployment to site arrival.
• Use of company-marked vehicles for armed response.
• Replacement, maintenance, and repair of security equipment, with market-related sourcing of parts and warranties as per manufacturer prescriptions.
• Service coverage hours as per Service Level Agreement.
• Security vetting procedures, with written notification if security risks are identified.
• Mandatory site visit scheduled for 24 June 2026, from 11:00 AM to 12:00 PM.

Skills Requirements

The skills and qualifications required from bidders include:

• Registration and certification with the Private Security Industry Regulatory Authority (PSIRA), including a valid PSIRA certificate.
• Proven experience in installation, maintenance, and armed response security services.
• Presence in the region where services will be rendered, demonstrated through proof such as municipal utility bills or lease agreements within a 100 km radius.
• Provision of references for similar projects undertaken.
• Ownership or leasing of at least two security-marked vehicles capable of responding promptly.
• Ability to install, maintain, and warranty alarm systems, with detailed installation and after-sales service plans.
• Provision of value-added services that benefit PPECB, demonstrating added value beyond basic scope.
