Objectives

The primary objective of this tender is to appoint a qualified security service provider to supply and manage a new alarm system along with armed response services for the PPECB Paarl Office. The service aims to ensure the safety and security of PPECB’s premises through effective monitoring and rapid response to security incidents over an initial period of 36 months, with an option to extend for a further 12 months.

Scope

The scope includes:

• Provision of a new security alarm system and its monitoring.
• Armed response services from a registered and competent security provider.
• Monitoring services at the PPECB Paarl Office located at 20 Bersig Avenue, Zomerlust Estate, Bergrivier Boulevard, Paarl, 7646.
• Provision of response from appropriately qualified personnel using company marked vehicles.
• Records management, including replacement, maintenance, and repairs of security equipment.
• Emergency response arrangements when security personnel are unable to perform their duties.
• Security vetting and risk assessment of personnel and equipment.
• Service coverage hours as per the SLA.

Technical Requirements

The technical specifications include:

• 24-hour monitoring of the PPECB office.
• Timely response to security alerts, with dispatch times recorded.
• Use of company marked vehicles for armed response.
• Provision of replacement, maintenance, and repairs for obsolete or faulty equipment, with market-related sourcing prices and warranties.
• Emergency response procedures for situations where security personnel cannot perform their duties.
• Security vetting documentation and risk assessments.
• Adherence to service coverage hours specified in the SLA.

Skills Requirements

The successful bidder must demonstrate:

• Experience in installation, maintenance, and armed response services, with a minimum of 10-15 years’ experience earning 30 points in evaluation.
• Presence in the region where services are to be rendered, supported by proof such as utility bills or lease agreements, with scoring based on proximity within a 50 km radius.
• Provision of references for similar projects and proof of ownership or leasing of at least two security vehicles (10-15 points based on number of vehicles).
• Capability to install, maintain, and provide warranties for alarm systems, with detailed after-sales service and response times.
• Provision of value-added services related to security, with additional points awarded for beneficial offerings.
• Compliance with PSIRA registration and security vetting requirements.
