Objectives

The primary objective of this tender is to appoint a qualified, competent, and registered security service provider to supply and manage a new alarm monitoring and armed response service for the PPECB Tulbagh Sub-Office. The service is intended to ensure the security and safety of the office premises at 34B Van der Stel Street, Tulbagh, over an initial period of 36 months, with an option to extend for a further 12 months.

Scope

The scope of work includes:

• Provision of a new security alarm system monitoring service.
• Provision of armed response services at the specified office location.
• Monitoring and response to security alerts on an ongoing basis.
• Response times and reaction services using company-marked vehicles.
• Records management related to equipment replacement, maintenance, repairs, and incident responses.
• Emergency response coverage outside normal service hours.
• Security vetting and risk assessment of personnel and equipment.

Technical Requirements

The technical specifications include:

• 24-hour monitoring of the PPECB office.
• Timely armed response with documented dispatch and arrival times.
• Replacement, maintenance, and repairs of security equipment, ensuring market-related sourcing and manufacturer warranties.
• Provision of emergency response services when security personnel are unable to perform their duties.
• Service coverage hours as per the Service Level Agreement.
• Security vetting procedures, including documentation and risk assessments.
• Provision of security vehicles (minimum of two), with proof of registration and ownership.
• Installation and maintenance of alarm systems with guaranteed turnaround times.

Skills Requirements

The successful service provider must demonstrate:

• Experience in installation, maintenance, and armed response services, with a minimum of 10-15 years preferred.
• Presence and operational footprint within the regional area (e.g., within a 50 km radius), supported by utility bills or lease agreements.
• Provision of references for similar projects undertaken.
• Ownership or leasing of at least two security-marked vehicles suitable for response services.
• Capability to install, maintain, and warranty alarm systems and related security equipment.
• Ability to provide value-added services that benefit PPECB’s security needs.
• Compliance with PSIRA registration and security vetting standards.
• Understanding of emergency response protocols and equipment management.
