Objectives

The primary objective of this tender is to appoint a qualified, competent, and registered security service provider to supply and manage new alarm systems and armed response services at PPECB's Durban offices. The services are to be provided over a period of three years, with an option to renew for an additional two years, ensuring continuous security coverage and risk mitigation for PPECB’s operational sites.

Scope

The scope of work includes:

• Provision and installation of new security alarm systems at two PPECB office locations: 2 Old Mission Road, Bluff, Durban, and Unit 8 St Hellier Office Park, Hillcrest.
• 24/7 monitoring of alarm systems and emergency response services.
• Immediate reaction to alarm triggers, including dispatching security personnel and response vehicles.
• Maintenance, repairs, and replacement of alarm equipment and components as needed, ensuring warranty coverage.
• Provision of a Business Contingency Plan for emergency situations affecting security personnel performance.
• Compliance with relevant standards and regulations, including SANS 2220-1-1, ICASA licensing, and Occupational Health and Safety Act.

Technical Requirements

The technical specifications include:

• Capability to monitor both locations on a 24/7 basis with real-time event programming and timestamping.
• Emergency call-out services available 365 days a year, with prompt dispatch times.
• Provision of records and logs of alarm events upon request.
• Equipment must be sourced market-related, carry warranties, and be maintained or repaired by qualified personnel.
• Security personnel must be vetted, trained, and capable of replacing personnel if security risks are identified.
• Adherence to national standards (SANS 2220-1-1), ICASA regulations, and Occupational Health and Safety requirements.

Skills Requirements

The successful service provider must demonstrate:

• Experience in providing alarm installation, monitoring, and armed response services, with at least 40 points in the evaluation criteria.
• Ability to supply references from similar projects, with references not older than six years.
• Registration with the Private Security Industry Regulatory Authority (PSIRA) and proof of valid registration and good standing.
• Valid ICASA license for radio communication equipment.
• Presence in the region where services are to be rendered, supported by proof such as municipal utility bills or lease agreements.
• Capability to meet the technical, operational, and compliance standards specified in the RFQ.
