Objectives

The primary objective of this tender is to appoint a service provider to rent site camp yards, site offices, and provide accommodation for personnel involved in the Cofimvaba construction project. The accommodation must support the Department of Transport's road construction activities in Cofimvaba, ensuring suitable, secure, and compliant facilities for a period of 24 months.

Scope

The scope of work includes:

• Provision of accommodation facilities for approximately 32 officials in Cofimvaba, including urban and rural houses and flats.
• Construction or leasing of brick and mortar structures or equivalent fencing with lockable gates.
• Provision of security features such as secure doors, windows, fencing, and lockable gates.
• Maintenance of the premises, including cleaning, grass cutting, and repairs within two days of defect notification.
• Payment of municipal rates and electricity, with proof of payment required.
• Entering into lease agreements with property owners or property owners acting as landlords.
• Provision of accommodation that meets specified size, security, and safety standards, inspected by the Department before award.

Technical Requirements

The technical specifications for accommodation include:

• Brick and mortar or steel palisade fencing with lockable gates.
• Minimum floor area of 9 m² per room for rural houses and flats.
• Secure doors and windows in good condition.
• Fencing with lockable gates to secure parked vehicles.
• Security features such as secure fencing, gates, and in good condition doors and windows.
• Maintenance of yards, including cleaning and grass cutting.
• Provision of utilities such as electricity and water, paid monthly.
• Proof of property ownership or lease agreements must be submitted.
• Accommodation must be inspected and approved by the Department prior to award.

Skills Requirements

The skills and competencies required from bidders include:

• Experience in successfully renting or constructing accommodation facilities, with proof of completed projects valued at a minimum of R400,000.
• Ability to enter into lease agreements and manage property maintenance and security.
• Knowledge of compliance with health, safety, and security standards applicable to construction sites.
• Capability to coordinate utilities payments and provide proof of municipal and utility payments.
• Experience in managing accommodation facilities for construction projects or similar operations.
• Ability to provide secure, compliant, and well-maintained facilities suitable for departmental use over a 24-month period.
