Objectives

The primary objective of this tender is to appoint a service provider(s) to provide ad hoc labour during disaster management incidents or operational activities for the Cape Winelands District Municipality over a period of 12 months. The aim is to ensure additional manpower is available on an as-needed basis to support disaster response and operational needs.

Scope

The scope includes providing two categories of workers for daily ad hoc labour:

• Skilled Labour: Workers with a National Senior Certificate (Matric) or equivalent qualification, performing tasks such as quoting and other incident-specific duties.
• Unskilled Labour: Workers with a Grade 10 or equivalent qualification, performing general assistance tasks as required during incidents or operational activities.

The work involves day-to-day deployment of labour in various municipal areas, with tasks determined as incidents and activities unfold. The service provider must ensure workers are suitable, conduct themselves professionally, and adhere to safety and health regulations.

Technical Requirements

The technical requirements include:

• Provision of workers in accordance with the specified categories and qualifications.
• Availability of workers within two hours for emergency incidents and with two days’ notice for operational activities.
• Adherence to all relevant health and safety legislation, including the Occupational Health and Safety Act, 1993.
• Provision of workers in various municipal areas as specified by the municipality.
• Compliance with safety, conduct, and image standards to maintain the municipality’s reputation.
• Completion of all required documentation, including signed quotations, certificates, and declarations.

Skills Requirements

The skills and qualifications required for the workers include:

• Skilled Workers:
  • National Senior Certificate (Matric) or equivalent qualification.
  • Ability to perform tasks such as quoting and other incident-specific duties.
• Unskilled Workers:
  • Grade 10 or equivalent qualification.
  • Willingness to perform general labour tasks as directed.

All workers must demonstrate good conduct, reliability, and the ability to work under supervision, with a focus on safety and professionalism during deployment.
