Objectives

The primary objective of this tender is to appoint suitably qualified and experienced professional service providers to deliver ad-hoc engineering services related to upgrading and constructing roads and stormwater infrastructure within Msunduzi Municipality. The services include planning, design, supervision, and monitoring of various infrastructure projects to improve municipal roads and stormwater systems.

Scope

The scope of work encompasses:

• Roads and Stormwater Engineering Services: Planning, investigations, assessments, design, rehabilitation, upgrading, and construction supervision of roads and stormwater infrastructure, including intersection upgrades.
• Structural Engineering Services: Design of bridges, culverts, retaining walls, stormwater structures, foundations, and support systems, with coordination with geotechnical, environmental, and hydraulic specialists where necessary.
• Transportation Engineering Services: Transport planning, mobility engineering, and support for integrated transport systems.
• Traffic Engineering Services: Traffic investigations, operational analysis, and design, including intersection upgrades.
• Road Asset Management System (RAMS): Development, implementation, maintenance, and updating of the municipal road asset management system.

The services will be executed across multiple stages, including concept, detailed design, procurement, contract administration, and project close-out, in accordance with relevant guidelines and legislation.

Technical Requirements

The technical requirements include:

• Provision of professional engineering services by registered engineers with valid ECSA registration.
• Minimum of 5 years post-registration experience for project leaders and engineers.
• Provision of structural, traffic, transportation, and road asset management services as specified.
• Development and maintenance of the Road Asset Management System aligned with national standards.
• Compliance with environmental legislation, health and safety regulations, and municipal standards.
• Provision of necessary insurances: professional indemnity and public liability within specified periods.
• Adherence to project-specific delivery timelines and reporting requirements.

Skills Requirements

The tenderer must demonstrate:

• Professional Registration: Engineers and project leaders must be registered with ECSA, with proof of registration and minimum of 5 years relevant experience.
• Technical Expertise: Experience in roads, stormwater, structural, traffic, and transportation engineering projects, with a proven track record of similar projects.
• Project Management Skills: Ability to manage multiple projects, coordinate with geotechnical, environmental, and hydraulic specialists, and deliver within specified timeframes.
• Resource Capacity: Adequate qualified technical staff (minimum of 3-5 personnel) with relevant qualifications and experience.
• Compliance and Legislation Knowledge: Familiarity with South African legislation including the Occupational Health and Safety Act, Environmental legislation, and Municipal regulations.
• Quality Assurance: Ability to produce quality deliverables, reports, and documentation as per project standards.
