Objectives

The primary objective of this tender is to appoint a service provider accredited by Umalusi and/or SETA, registered with the Department of Higher Education and Training (DHET), to deliver the General Education and Training Certificate (GETC) qualification for Mossel Bay Municipality. The service provider is expected to develop and deliver adult education and training programs, including vocational components, to facilitate adult learning up to Level 4, with the aim of enhancing skills and educational attainment within the community.

Scope

The scope of the tender includes:

• Provision of adult education and training (AET) for levels 1 to 3, and the full curriculum for level 4.
• Development of the full curriculum for Level 4, including vocational components.
• Delivery of training at designated venues, with monitoring and reporting on barriers to learning.
• Preparation and submission of training programs, portfolios of evidence, and progress reports.
• Delivery of the required quantity of training and assessment services, including pre-assessment, Level 1-3, and Level 4 courses.
• Provision of support documents such as progress reports, attendance registers, and exam results.
• Adherence to specified timelines, starting no later than January 2026, with project duration until 30 June 2028.

Technical Requirements

The technical requirements include:

• Accreditation by Umalusi and SETA, with proof of registration with DHET.
• Development of comprehensive curriculum and training programs aligned with GETC standards.
• Delivery of training at specified venues, with the capacity to meet the required quantities per order.
• Preparation of training portfolios and evidence-based assessments.
• Monitoring and reporting on barriers to learning and progress.
• Provision of qualified trainers and assessors with valid accreditation certificates.
• Timely submission of progress reports, attendance registers, and exam results.
• Compliance with all relevant policies, including B-BBEE and local procurement goals.

Skills Requirements

The successful bidder must demonstrate:

• Accreditation and registration with Umalusi, SETA, and DHET.
• Experience in adult education and training, particularly in delivering GETC qualifications.
• Capability to develop and implement curricula for Levels 1 to 4, including vocational components.
• Qualified trainers and assessors with relevant credentials and accreditation.
• Ability to manage training logistics, student assessments, and portfolio development.
• Proven track record in monitoring, evaluation, and reporting of adult education programs.
• Capacity to deliver the required quantities within specified timeframes and venues.
• Knowledge of relevant policies, including B-BBEE and local procurement policies.
