Objectives

The primary objective of this tender is to appoint a service provider capable of providing comprehensive animal care, pound, and control services to Bergrivier Municipality. The services include animal reception, care, sterilization, euthanasia, veterinary treatment, feral entrapment, and administrative functions, ensuring animal welfare and legislative compliance until 30 June 2028.

Scope

The scope encompasses:

• Operation and management of the municipal pound and related services.
• Receiving, caring for, and disposing of animals, including stray, impounded, and feral animals.
• Providing sterilization, euthanasia, veterinary care, and feral entrapment services.
• Assisting with animal-related matters, guidance, and compliance with legislation.
• Maintaining documentation, administrative functions, and reporting requirements.
• Provision of necessary plant, equipment, and qualified personnel for the duration of the contract.

Technical Requirements

The technical specifications include:

• Availability of suitable facilities within reasonable proximity of the municipality’s operations.
• Provision of sterilization, euthanasia, veterinary treatment, and feral trapping services.
• Ownership or hire of appropriate vehicles and equipment, including animal cages, traps, and transport trailers.
• Employment of qualified animal welfare inspectors and humane education facilitators.
• Compliance with relevant legislation, standards, and the specifications outlined in the tender documents.
• Provision of proof of veterinary accreditation and relevant experience.
• Submission of detailed pricing schedules and work experience documentation.

Skills and Experience Requirements

The bidder must demonstrate:

• Experience in animal control, pound management, and related services.
• Ownership or access to suitable vehicles and equipment for animal handling and transportation.
• Qualified personnel, including animal welfare inspectors and veterinary professionals.
• Capability to perform sterilization, euthanasia, and veterinary procedures humanely and efficiently.
• Ability to manage feral animal trapping and impoundment operations.
• Provision of references and testimonials for similar completed contracts.
• Compliance with all administrative, legal, and legislative requirements as specified in the tender documentation.
