Objectives

The primary objective of the tender is to appoint a service provider to supply and manage canteen services at Transnet Port Terminals (TPT) facilities in Durban for a period of five years. The focus is on providing healthy, balanced meals that support Transnet’s Wellness Program, promote healthy eating behaviors, reduce long-term health risks, and enhance employee productivity and morale. Additionally, the objective includes ensuring food safety, quality, and compliance with relevant standards, while aligning with TPT’s mission and work ethic.

Scope

The scope encompasses:

• Provision of comprehensive canteen services at specified TPT locations, including Point Multi-purpose Terminal, Auto Terminal, Maydon Wharf MPT, and Durban Container Terminal Pier 1.
• Preparation and serving of balanced meals, including ethnic and western options, in accordance with specified portion sizes and dietary requirements.
• Ensuring food safety, hygiene, and proper handling procedures, including compliance with health standards and food handling regulations.
• Management of kitchen facilities, equipment, and supplies, including cleaning, maintenance, and waste disposal.
• Serving meals during specified shifts, including 24/7 operations at certain terminals.
• Provision of Halaal-certified food via accredited subcontractors, where applicable.
• Adherence to environmental commitments such as waste disposal, recycling, and energy conservation policies.
• Implementation of service levels, reporting, and continuous improvement initiatives.

Technical Requirements

• Provision of qualified and experienced personnel, including managers, chefs, and cooks, with relevant certifications and CVs.
• Compliance with health and safety standards, including valid Certificates of Acceptability (Food Business Permits).
• Adherence to specified portion sizes, menu options, and food presentation standards.
• Implementation of proper food storage, temperature control, and hygiene practices, including handwashing protocols and use of disposable gloves.
• Use of approved cleaning chemicals and maintenance of kitchen equipment.
• Transport of food in appropriate, temperature-controlled containers between terminals.
• Provision of management and service system infrastructure, including Point of Sale, Wi-Fi, and card payment systems.
• Compliance with Halaal certification requirements through accredited subcontractors.
• Adherence to environmental policies and waste management procedures.

Skills Requirements

The tender specifies that the service provider must demonstrate:

• Qualified personnel with relevant hospitality, culinary, and food safety certifications.
• Minimum experience of three years in managing or operating large-scale canteen or food services.
• Capability to prepare and serve a variety of meals, including ethnic and western dishes, with consistent quality.
• Strong food safety and hygiene knowledge, including HACCP principles and proper food handling.
• Proficiency in managing kitchen operations, including procurement, inventory, and waste management.
• Ability to operate and maintain food service equipment and infrastructure.
• Experience in managing staff, ensuring compliance with health and safety regulations, and implementing continuous improvement initiatives.
• Knowledge of environmental sustainability practices related to waste disposal, recycling, and energy conservation.
