Objectives

The primary objective of this tender is to appoint a reputable professional service provider to deliver civil engineering consulting services for the design, tendering, and construction management of the upgrading of Shayamoya Roads Phase 4B in Ward 4. The project aims to:

• Upgrade approximately 1.78 km of roads within Shayamoya township.
• Improve stormwater drainage by replacing open drains with underground infrastructure.
• Enhance road surface quality through pavement layer works and precast concrete paving.
• Manage the entire project from design, scope confirmation, draft tender documents, to construction supervision and closeout.
• Provide mentorship and training to municipal staff for registration with the Engineering Council of South Africa (ECSA).

Scope

The scope of work includes:

• Rehabilitation of roads linking Shayamoya and Bhongweni township, totaling 1.78 km.
• Minimal adjustments to horizontal and vertical alignments, primarily for surface drainage improvements.
• Design of stormwater systems, including pipes and inlets, with considerations for speed humps and rumble strips at specific sections.
• Preparation of detailed design, draft tender documents, and construction management up to project completion.
• Incorporation of additional specialist services as required.
• Provision of progress reports at each project stage for approval.

Technical Requirements

The technical requirements for the tender include:

• Demonstrated experience in civil engineering projects, especially roads and stormwater infrastructure, with relevant certificates and references.
• Key personnel must be registered with ECSA or SACPCMP, with detailed CVs and proof of registration.
• Implementation of a certified Quality Assurance System (ISO 9001:2015 or equivalent).
• Adherence to project schedule, with detailed milestones for inception, design, documentation, construction, and closeout phases.
• Provision of a comprehensive project cost estimate and payment milestones aligned with project stages.
• Compliance with procurement regulations, including submission of all mandatory documents, tax clearance, and municipal rates clearance.
• Ability to deliver within the specified timeframe, with a clear methodology for managing delays and risks.
• Submission of a detailed methodology, including environmental considerations, community engagement, and sustainability practices.
