Objectives

The primary objective of this tender is to procure civil and structural inspection and monitoring services for safety and non-safety related structures at Koeberg Nuclear Power Station (KNPS) over a period of 5 years. The scope includes providing qualified personnel to perform inspections, surveillances, condition assessments, and ad-hoc support services, ensuring compliance with nuclear safety standards and statutory requirements. Additionally, a key aim is to transfer skills and knowledge to Eskom civil personnel through structured training modules, including methods such as work integrated learning (Method 3) and professional candidate development (Method 4).

Scope

• Provision of civil/structural inspection and surveillance services during outage and non-outage periods, including detailed inspections, condition assessments, and supplemental techniques such as thermal imaging and chloride testing.
• Performance of annual inspections of safety-related and non-safety structures in accordance with relevant procedures and standards (e.g., 240-166149425, 240-166148961).
• Ad-hoc civil/structural support, including review of modifications, repair strategies, structural analysis, and technical support to civil personnel.
• Training of Eskom civil personnel in inspection techniques, safety standards, and technical procedures, aligned with specified methods and standards (e.g., ACI, ASME).
• Provision of qualified and certified personnel, including inspectors, supervisors, and specialists, with appropriate experience and registration (e.g., ECSA registration).
• Ensuring compliance with nuclear safety, environmental, and health regulations, including security, radiation safety, and asbestos management.
• Management of documentation, quality records, and reporting, including inspection reports, quality assurance data packages, and certification documentation.

Technical Requirements

• Personnel must possess relevant qualifications, including minimum experience in nuclear or civil/structural inspections, and be registered with appropriate professional bodies (e.g., ECSA).
• Inspection methods must conform to standards such as ASME XI, ACI 349.3R, and relevant nuclear safety regulations.
• Use of supplemental inspection techniques such as thermal imaging, delamination surveys, chloride testing, and crosshole seismic testing is required for condition assessments.
• All equipment and tools must meet safety and quality standards, be properly calibrated, and be subject to security screening before use on site.
• Inspection and surveillance activities must be performed in accordance with approved procedures, quality plans, and hold/witness points, with prior notification to Eskom.
• All reports, documentation, and records must be submitted in both hard copy and electronic formats, signed by qualified engineers, and comply with Eskom’s documentation standards.
• Training modules must be reviewed and approved by Eskom’s Responsible Engineer, with certification and competency assessments conducted regularly.
• Adherence to health, safety, and security protocols, including fitness-for-duty, security clearance, asbestos handling, and radiation safety, is mandatory.
• All activities must comply with Eskom’s SHE standards, environmental legislation, and nuclear safety regulations, with provisions for non-conformance and concession processes.
