Objectives

The primary objective of this tender is to secure a service provider capable of delivering comprehensive cleaning services at Matla Power Station. The services encompass cleaning of the coal plant, auxiliary systems, and outside plant areas on a continuous basis, 24 hours a day, 7 days a week, over a period of five years. The goal is to maintain the plant's operational integrity by managing ash, dust, and coal-related cleanliness issues, thereby reducing plant leaks, belt trips, and flooding incidents, and ensuring a safe and efficient working environment for employees, contractors, and visitors.

Scope

The scope includes, but is not limited to:

• Cleaning of the coal plant, LP pump house, CW pump house, cooling tower screens (1 to 6), coal laboratory, lime plant, all clarifier launders, ash & dust plant.
• Daily cleaning activities during day and night shifts.
• Loading and transportation of ash piles into tipper trucks and moving ash from the station to the ash dam site.

The services are applicable to all relevant areas at Matla Power Station involved with coal handling and plant maintenance, ensuring continuous operational cleanliness.

Technical Requirements

The technical evaluation criteria specify that:

• The tender must meet a minimum final score of 70% to be considered responsive.
• Mandatory criteria include submission of health and safety plans, risk assessments, valid legal standing certificates, and competency certificates.
• Qualitative criteria involve experience in industrial cleaning, machinery and driver certifications, safety management qualifications, and staffing levels.
• Specific requirements include detailed safety management costing, submission of relevant operational certificates, and demonstration of experience with similar projects.

Skills Requirements

The tender emphasizes the need for:

• Experienced personnel with proven track records in industrial cleaning, especially in coal plant environments.
• Qualified operators for machinery such as TLBs, Bobcats, excavators, and trucks, supported by valid operator certificates and proof of ownership or hire agreements.
• Safety management expertise, including safety officers with relevant qualifications (e.g., SAMTRAC), and management certificates with minimum years of experience.
• Staffing levels aligned with the scope, with a minimum number of general workers based on project size, and supervisory staff with appropriate management and safety certifications.
