Objectives

The primary objective of this tender is to engage qualified service providers to perform condom sampling and related testing services over a period of 12 months. The goal is to ensure the sampled condoms meet specified quality standards and testing requirements as per relevant national and international standards.

Scope

The scope of work includes:

• Sampling condoms at designated factories and countries within specified timelines.
• Conducting sampling according to SANS 2859-1 sample method and other relevant standards.
• Carrying out customs clearances for samples from foreign sampling locations to South Africa.
• Performing tests in accordance with SANS 4074:2017, WHO 2010 specifications, and ISO standards.
• Reporting lot sizes, selecting samples randomly, and documenting sampling procedures.
• Providing sampling certificates and ensuring samples are stored and sampled indoors under controlled conditions.

Technical Requirements

The technical requirements include:

• Sampling in compliance with SANS 2859-1 and WHO:2010 standards.
• Sampling inner cartons with a maximum of 200 condoms per carton, using random selection methods.
• Sampling sizes based on lot size, e.g., 800 condoms for lots between 35,001 and 150,000, and 1,000 for larger lots.
• Carrying out sampling indoors to prevent environmental influence on test results.
• Providing detailed sampling documentation, including inspector’s receipts with lot details, sample counts, and sampling locations.
• Ensuring all samples are tested according to specified standards and test procedures.

Skills Requirements

The service provider must demonstrate:

• Experience in international condom sampling and testing, with reference letters from the past 12 months.
• Capability to conduct sampling at the requested countries within specified timelines, with written confirmation.
• Knowledge of and compliance with relevant standards such as SANS 4074, WHO specifications, ISO 2859-1, and ISO/IEC 17025.
• Proficiency in random sampling techniques, including use of statistical tools and random number generation.
• Ability to manage customs clearance processes and logistics efficiently.
• Competence in documenting sampling procedures and providing accurate sampling certificates.
