Objectives

The primary objective of this tender is to engage a qualified contractor to provide comprehensive consultancy services and undertake refurbishment works at the Thabazimbi Wastewater Works (WWTW). The project aims to upgrade and refurbish various components of the wastewater treatment plant, including civil, mechanical, electrical, and process systems, ensuring operational efficiency, compliance with environmental standards, and safety regulations.

Scope

The scope of work encompasses:

• Provision of consultancy services including design review, site condition verification, and detailed engineering design covering process, hydraulic, civil, structural, mechanical, electrical, instrumentation, and control engineering.
• Refurbishment and upgrading of existing infrastructure such as bioreactors, sedimentation tanks, sludge treatment facilities, equalisation basins, and associated civil structures.
• Construction of new civil works including site clearance, fencing, gates, access control, waste skips, and sludge drying beds.
• Mechanical works involving refurbishment of screens, biofiltration systems, aerators, pumps, mixers, and related equipment.
• Electrical works including the supply, installation, and refurbishment of motor control centres, power, and control cables.
• Provision of temporary works, dayworks, and site facilities for both the contractor and the employer’s agent.
• Environmental compliance, health and safety management, and site restoration upon completion.

Technical Requirements

The technical requirements include:

• Design and verification of existing site conditions and civil structures.
• Complete multidisciplinary engineering design documentation, including process flow diagrams, general arrangements, detailed construction drawings, and operational manuals.
• Refurbishment of existing plant equipment such as screens, tanks, biofilters, aerators, pumps, and mixers, including supply of new components where necessary.
• Construction of civil infrastructure including fencing, guardhouses, water tanks, and sludge drying beds.
• Installation and commissioning of electrical systems, motor control centres, and control cables.
• Provision for temporary works, site facilities, and safety measures.
• Compliance with environmental specifications and health & safety standards throughout the project lifecycle.

Skills Requirements

The contractor must demonstrate the following skills and expertise:

• Proven experience in wastewater treatment plant refurbishment and turnkey project delivery.
• Multidisciplinary engineering capabilities covering civil, mechanical, electrical, and process engineering.
• Strong project management skills, including planning, coordination, and supervision of complex infrastructure projects.
• Competence in environmental management and compliance with relevant standards.
• Ability to prepare detailed design documentation, operational manuals, and safety plans.
• Experience in managing site safety, health, and environmental risks.
• Effective communication and coordination skills with stakeholders, including the employer’s agent and local authorities.
