Objectives

The primary objective of this tender is to appoint a service provider to supply courier services to Abaqulusi Municipality for a period of 36 months. The successful bidder will be responsible for providing reliable, efficient, and cost-effective courier solutions for documents and parcels, ensuring timely collection and delivery both locally within South Africa and across Africa, in accordance with the specified service standards.

Scope

The scope includes the provision of courier services covering:

• Overnight courier services for documents and parcels exceeding 1kg, both locally within South Africa and to other African countries.
• Collection and delivery services with specified turnaround times.
• Complete pricing based on weight and type of service, including escalation rates over the contract period.
• Adherence to specifications outlined in the tender document, including service levels, documentation, and reporting requirements.

The contract encompasses the full range of courier activities as detailed in the specifications, including handling, transportation, insurance, and incidental services necessary for seamless delivery.

Technical Requirements

• Completion of price lists for courier services based on weight and service type (overnight, door-to-door, local, international).
• Provision of detailed service delivery times, collection and delivery times, and escalation rates for years 2 and 3.
• Compliance with the minimum rate and service standards specified in the tender specifications.
• Submission of all required documentation, including company registration, tax clearance, BBBEE certification, and proof of local office.
• Adherence to the evaluation criteria, including previous experience and local presence.
• Compliance with all legal, tax, and supply chain management regulations as outlined in the tender documents.

Skills and Requirements

• Proven experience in courier and logistics services, with relevant appointment letters or references (minimum of 3-4 relevant contracts for maximum points).
• Registered on the Municipal Data Base and Central Supplier Database.
• Tax compliance, including valid SARS PIN or Tax Clearance Certificate.
• BBBEE certification or sworn affidavit demonstrating empowerment status.
• Ability to provide detailed pricing, escalation rates, and service level commitments.
• Capacity to handle courier services across South Africa and Africa, with appropriate infrastructure and resources.
• Understanding of procurement regulations, including the Preferential Procurement Regulations 2022 and supply chain management practices.
• Capability to meet minimum service standards, respond to inquiries, and provide technical support as specified in the tender.
