Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive debushing, landscaping, irrigation maintenance, vegetation management, and environmental upkeep services across the Mpumalanga International Food Market (MIF) precinct for a period of 36 months. The goal is to ensure the site remains aesthetically appealing, environmentally compliant, operationally safe, secure, and aligned with the standards of a world-class international food logistics hub.

Scope

The scope encompasses all activities necessary for ongoing maintenance of the entire 248-hectare site, including:

• Landscape maintenance (lawn mowing, pruning, trimming, fertilization, weed control)
• Irrigation system inspection, repair, and management
• Vegetation control, wild grass slashing, and de-bushing
• Environmental upkeep and land management (fire-breaks, invasive species control)
• Maintenance of security buffers, fencing, CCTV corridors, and perimeter zones
• Undeveloped land management, including vegetation suppression and fire-risk mitigation
• Environmental compliance, waste disposal, and site cleanliness
• Provision of facilities such as site offices, sanitation, and security arrangements

Technical Requirements

• Provision of labour, supervision, tools, equipment, machinery, and materials necessary for all maintenance activities
• Adherence to relevant standards such as SANS specifications and environmental regulations
• Implementation of a detailed work program and schedule, approved by the Engineer, with updates throughout the contract period
• Regular inspections, tests, and quality control measures to ensure compliance with specifications
• Proper management of water, stormwater, and environmental hazards
• Provision of health and safety measures, including safety plans, risk assessments, and competent personnel
• Environmental management, waste handling, and pollution control in accordance with applicable legislation
• Effective communication, reporting, and documentation of activities, incidents, and compliance

Skills and Qualifications Requirements

• CIDB contractor grading of 5SH or higher for landscaping, irrigation, and horticulture works
• Qualified personnel including landscape supervisors, horticulturists, safety officers, and project managers with relevant certifications and experience
• Proven track record in large-scale landscaping, vegetation management, and environmental maintenance projects
• Competence in operating and maintaining irrigation systems, heavy machinery, and safety equipment
• Knowledge of environmental legislation, safety regulations, and best practices in land management
• Ability to develop and implement detailed work programs, schedules, and quality assurance procedures
• Capacity to manage environmental risks, pollution control, and waste disposal in a compliant manner
• Effective communication and reporting skills, with experience in stakeholder engagement and site supervision
