Objectives

The primary objective of the tender is to provide a digital lending library subscription service that offers virtual access to eBooks, audiobooks, and other media to all registered public library patrons in KwaZulu-Natal. The service aims to enhance library and information services by enabling 24/7 access, supporting borrowing, returning, placing holds, recommending items, and maintaining borrowing histories for users.

Scope

The scope of the project includes:

• Provision of a digital collection with a minimum of 400,000 titles, including national and international published eBooks and audiobooks in various languages.
• Application services such as user access via computers, tablets, e-readers, smartphones, and web browsers, optimized for different devices and user preferences.
• Hosting, maintenance, staff training, and support for the digital library platform.
• Integration of library functions like borrowing, returning, placing holds, recommending items, and tracking borrowing history.
• Branding the platform with departmental logos and colors.
• Supporting a subscription budget that includes an annual credit of R5,000,000 for purchasing titles.

Technical Requirements

The technical specifications include:

• A web-based platform accessible via multiple devices with responsive design.
• Support for online and offline reading modes, adjustable font sizes, types, contrast, and search functions.
• Secure login through library membership numbers with password access.
• Content management system capable of handling at least 400,000 titles.
• Hosting and maintenance services, including staff training and ongoing support.
• Ability to perform core library functions such as borrowing, returning, placing holds, and recommending titles.
• Support for multiple languages and age groups, catering to diverse community needs.

Skills Requirements

The successful service provider must demonstrate:

• Experience in managing digital library projects of similar size and complexity, with a proven track record of managing at least five relevant projects over the past five years.
• Capability to provide a comprehensive digital collection, including national and international titles across various genres and languages.
• Ability to offer technical support, staff training, and user support services effectively.
• Capacity to develop and implement a service plan that ensures seamless operation and user satisfaction.
• Experience in integrating branding and customization to align with departmental requirements.
