Objectives

The primary objective is to procure a comprehensive, turnkey electrical vending solution for the Elundini Local Municipality over a three-year contract period. This encompasses the supply, delivery, installation, training, and commissioning of an optimal electricity meter vending system featuring a cloud-based backend, seamless billing system integration, and distributed third-party 24-hour vending capabilities. Additionally, the municipality aims to implement robust revenue protection services to mitigate financial losses caused by prepaid meter failures, tampering, or bypassing.

Scope of Work

• Deliver a fully integrated, 24/7/365 operational vending platform supporting multiple sales channels, including PC-based terminals, handheld devices, ATMs, internet portals, and mobile USSD/SMS services.
• Migrate legacy data (minimum three years of historical records) and provide comprehensive staff training and commissioning.
• Establish and manage a broad-based third-party vending network across retail stores, banks, petrol stations, and web/EFT platforms.
• Execute a structured revenue protection program comprising sweep and targeted field audits, TID rollover services, remedial disconnections for tampered meters, and GIS mapping to maintain accurate consumer and infrastructure records.
• Provide continuous technical support, software upgrades, and administrative processes aligned with municipal policies.

Technical Requirements

• Cloud-based architecture with redundant power, connectivity, and documented disaster recovery and business continuity plans.
• TCP/IP compliance supporting diverse network environments (Ethernet, Wi-Fi, GPRS, ADSL, Diginet) and accommodating a minimum capacity of 200,000 consumers with five years of transaction history.
• Adherence to the Eskom XMLVend 2.1+ standard, mutually authenticated SSL encryption, and mSCOA data exchange protocols.
• Advanced functional modules for arrears management, configurable blocking mechanisms, VAT and block tariff calculations, and extensive reporting tools exportable to Excel or PDF.
• Android-based audit application with GPS tracking, camera integration, offline synchronization, job card scheduling, and automated fine calculations for tampering.
• STS certification compliance for secure token generation, encryption, and key management.

Skills and Experience Requirements

• Demonstrated track record of at least two years in managing turnkey electricity prepayment online vending systems.
• Proven capability in software support, system upgrades, and seamless integration with municipal financial/billing platforms.
• Submission of detailed project methodologies covering contingency planning, disaster recovery, business continuity, administration processes, and skills transfer.
• Provision of organizational structures and CVs for dedicated customer care and technical support personnel.
• At least three reference letters from other municipalities verifying successful implementation of hosted online-vending, third-party distribution networks, and real-time billing system integrations.
• Full compliance with occupational health and safety regulations, valid tax clearance, Central Supplier Database registration, and BBBEE documentation.
