Objectives

The primary objective of this tender is to procure employee wellness and medical surveillance services for Lesedi Local Municipality over a period of three (3) years. The aim is to support the physical, psychological, and social wellbeing of employees, ensuring they are fit for work and maintaining a healthy, productive workforce. The services should also extend to employees' immediate family members and be capable of providing support across all areas within the municipality's jurisdiction.

Scope

The scope includes the provision of comprehensive employee wellness programs and medical surveillance services, which encompass:

• Communication and awareness campaigns
• Health screening and medical examinations (pre-placement, periodic, exit)
• Targeted interventions such as exit medicals, hearing tests, lung function tests, blood pressure and glucose screenings, chest X-rays, BMI assessments, and fitness certificates for specific work conditions
• On-site and off-site counseling services in multiple languages (English, IsiZulu, Sesotho, Afrikaans)
• Health advisory services and health management support
• Workshops, training, and promotional materials
• Follow-up and referral services as needed
• Support for employees at various locations within the municipality's jurisdiction

Technical Requirements

The technical requirements specify that the service provider must:

• Demonstrate relevant experience with successful completion of similar employee wellness projects, supported by references and appointment letters
• Employ qualified personnel including registered health professionals (psychologists, social workers, psychiatrists, medical practitioners, financial advisors) with appropriate certifications and experience (minimum 2-5 years)
• Develop and implement a methodology that includes employee engagement, program rollout, feedback mechanisms, and reporting to management
• Ensure confidentiality and responsible handling of personal information
• Provide detailed reports and documentation within specified timelines
• Offer flexible service delivery options, including face-to-face, telephonic, and online platforms
• Adhere to all relevant legal, health, and safety standards, including compliance with the Occupational Health and Safety Act and data protection regulations
• Maintain a qualified team capable of delivering the specified services effectively

Skills Requirements

The successful bidder must possess the following skills and qualifications:

• Experience in employee wellness and medical surveillance programs, with proven track record (minimum 3-5 years)
• Qualified health professionals, including:
• Practitioners/Clinical Psychologists (HPCSA registered)
• Medical Practitioners (MBChB or equivalent)
• Social Workers (SACSSP registered)
• Psychiatrists (HPCSA registered)
• Financial Advisors/Debt Counsellors (relevant qualifications and registration)
• Project management skills with experience in health programs and employee engagement
• Strong communication skills, capable of conducting awareness campaigns and training in multiple languages
• Ability to develop targeted intervention programs based on employee needs and feedback
• Proficiency in report writing, data analysis, and program evaluation
• Knowledge of legal and data protection requirements related to handling personal health information
