Objectives

The primary objective of this tender is to secure external security services for Newcastle Municipality over a period of 36 months. The services aim to safeguard municipal assets, personnel, property, and information through comprehensive security guarding, patrols, and related security measures across multiple zones and sites within the municipality.

Scope

The scope encompasses the provision of security guarding services at various designated sites including municipal offices, libraries, water pump stations, stadiums, dump sites, airports, and other municipal facilities across four zones. The services include armed and unarmed guarding, patrols, site inspections, supervision, and provision of security equipment such as firearms, radios, pepper sprays, tasers, and vehicles. The scope also involves establishing control rooms, maintaining security registers, and ensuring compliance with relevant legislation and standards.

Technical Requirements

• Provision of trained security personnel with valid PSIRA registration and firearm competency certificates.
• Deployment of security officers equipped with firearms, radios, pepper sprays, tasers, handcuffs, torches, and uniforms as specified.
• Establishment and operation of control rooms with communication facilities.
• Provision of security equipment including vehicles, Wendy houses for guard rooms, and other security aids.
• Implementation of security procedures, deployment plans, and standard operating procedures.
• Compliance with the Firearms Control Act, Basic Conditions of Employment Act, and other relevant legislation.
• Regular site inspections, reporting, and supervision by qualified personnel.
• Insurance coverage including public liability insurance of at least R10 million.
• Adherence to health, safety, and security standards as per legislation and municipal requirements.

Skills Requirements

• Qualified security officers with valid PSIRA registration and firearm competency certificates.
• Experienced security supervisors with a minimum of 4 years’ relevant supervisory experience and valid firearm licenses.
• Operations managers with at least 7-9 years’ experience in security management and relevant qualifications (NQF levels 4-9).
• Proficiency in security procedures, emergency response, and site-specific security protocols.
• Strong communication skills, including the ability to operate two-way radios, cellphones, and manage security reports.
• Ability to develop and implement security policies, deployment plans, and standard operating procedures.
• Knowledge of relevant legislation, health and safety standards, and risk management practices.
• Capability to manage security equipment, vehicles, and personnel effectively across multiple sites.
