Objectives

The primary objective of this tender is to appoint a service provider to deliver comprehensive general cleaning services for streets, taxi ranks, and public ablution facilities within Ray Nkonyeni Municipality. The services are required on weekends, public holidays, and during peak seasons, with the aim of maintaining cleanliness, hygiene, and sanitation standards across specified areas for a period of three years.

Scope

The scope includes:

• Cleaning of streets, taxi ranks, and public ablution facilities in designated zones (North and South) including surrounding areas.
• Provision of staff, protective clothing, cleaning equipment, and chemicals.
• Daily refuse removal and disposal at designated landfill sites.
• Cleaning of beach areas, parking lots, and surrounding environments during peak and festive seasons.
• Seasonal cleaning activities during specified holiday periods (December-January and Easter).
• Cleaning of public toilets and surrounding areas, including opening and locking facilities daily.
• Additional services such as pavement and sidewalk cleaning once a month.

Technical Requirements

The technical requirements encompass:

• Provision of adequately trained and uniformed staff equipped with protective clothing, tools, and cleaning materials.
• Use of chemicals and cleaning agents supplied by the contractor.
• Adherence to specified working hours for day and night shifts.
• Effective waste management, including hourly removal of refuse bags to landfill sites.
• Compliance with health, safety, and environmental standards.
• Implementation of seasonal and peak period cleaning schedules as specified.
• Regular inspection, maintenance, and reporting on service delivery.

Skills Requirements

The tender stipulates that bidders must demonstrate:

• Experience of at least five years in similar cleaning projects, supported by appointment letters and references.
• Capacity to supply and operate a fleet of trucks and bakkies, with proof of ownership and registration.
• Ability to mobilize and manage sufficient staffing levels for routine, seasonal, and peak cleaning activities.
• Knowledge of health and safety regulations related to cleaning services.
• Proficiency in waste management and environmental compliance.
• Financial stability and capacity to sustain service delivery over the contract period.
• Provision of proof of relevant certifications, registration with industry bodies, and compliance with tax and legal requirements.
