Objectives

The primary objective of this tender is to appoint a service provider to deliver internal audit and consulting services for a period of two years. The services aim to enhance internal controls, risk management, compliance, and performance management within the Umzimvubu Local Municipality, in accordance with legislative requirements and best practices.

Scope

The scope includes planning, execution, and reporting of internal audits and consulting activities over two years. Responsibilities encompass:

• Conducting internal audits in line with Institute of Internal Auditors standards and relevant legislation.
• Preparing reports for the Audit Committee and attending meetings as required.
• Identifying and reporting on internal control deficiencies, fraud, and irregularities.
• Providing consulting services to improve municipal operations and compliance.
• Ensuring continuous improvement and root cause analysis of identified issues.

Technical Requirements

The technical requirements include:

• Experience and expertise of key staff, including qualifications such as CA, CIA, and membership with IIA/SAICA.
• Minimum years of experience in local government and public sector internal auditing.
• Provision of reference letters from previous clients, demonstrating relevant internal audit work not older than three years.
• Adherence to Institute of Internal Auditors standards and quality assurance processes.
• Use of appropriate auditing tools and software.
• Demonstrated understanding of combined assurance frameworks and specialized audits (e.g., ICT, cyber security, financial statement reviews).
• Structured skills transfer and capacity building for municipal staff.

Skills Requirements

• Qualified internal auditors with extensive experience in local government.
• Project management and risk management skills, with the ability to coordinate multidisciplinary teams.
• Proficiency in audit software and technological tools for efficient audit execution.
• Strong report writing, communication, and presentation skills.
