Objectives

The primary objective of this tender is to appoint a service provider to supply and manage internet connectivity across various libraries in KwaZulu-Natal for a period of 36 months. The aim is to ensure high-speed, reliable, and unshaped internet access, along with supporting hardware, software, and management solutions to facilitate library operations and digital services.

Scope

The scope includes:

• Installation of internet connectivity (Fibre, Microwave, LTE) in multiple libraries.
• Provision of hardware such as routers, wireless access points, UPS units, and cabinets.
• Deployment of software for hotspot management, web filtering, and network monitoring.
• Support and maintenance services, including on-site support, warranty, and software updates.
• Installation of telephone lines and cabinets in designated libraries.
• Provision of reports on connectivity performance, bandwidth, and patch status.
• Training and support for library staff on the use of provided systems.

Technical Requirements

The technical specifications include:

• High-speed internet lines (Fibre, Microwave, LTE) with a minimum of 20 Mbps in all libraries.
• Uncapped and unshaped bandwidth connectivity.
• Installation of routers, wireless access points, UPS units, and cabinets as per specifications.
• Deployment of Wi-Fi hotspot management software with features such as device connectivity, web filtering, bandwidth and time limits, reporting, email/SMS notifications, and push notifications.
• Provision of monitoring tools for network uptime, bandwidth, patch status, and login reports.
• Support for multiple connectivity types depending on infrastructure availability.
• Spare equipment for fault replacement and repair.
• Compliance with security, web filtering, and network management standards.

Skills Requirements

The successful bidder must demonstrate:

• Experience in managing large-scale internet connectivity projects, especially in library or public sector environments.
• Technical expertise in deploying and maintaining Fibre, Microwave, and LTE networks.
• Proficiency in configuring and managing routers, wireless access points, and network security systems.
• Capability to implement hotspot management and web filtering solutions.
• Ability to provide ongoing support, troubleshooting, and maintenance services.
• Qualified personnel including project managers, technicians, and network specialists with relevant CVs and experience.
• Knowledge of South African ICT standards and compliance requirements.
