Objectives

The primary objective of this tender is to engage a qualified service provider to deliver laboratory testing and analysis services for drinking water and wastewater samples over a period of three months. The goal is to ensure compliance with water quality standards, monitor environmental health, and support municipal water management responsibilities.

Scope

The scope includes:

• Analysis of drinking water samples from various municipal sources, reservoirs, and community points.
• Analysis of wastewater/sewerage samples from inflow, outflow, oxidation ponds, and other relevant sites.
• Collection and transportation of samples from designated municipal offices or sampling points.
• Performing bacteriological, chemical, physical, aesthetic, and operational analyses as per latest standards (SANS 241).
• Reporting and data management, including capturing results into relevant systems (Blue Drop, Green Drop).
• Adherence to legislative and accreditation requirements, including SANAS accreditation and ISO 17025 standards.

Technical Requirements

The technical requirements specify that the laboratory must:

• Be SANAS accredited or participate in an accredited proficiency testing scheme.
• Use approved laboratory methods for analysis of water and sewerage samples.
• Provide analysis for specified bacteriological, chemical, physical, and organic determinands, including but not limited to E.Coli, Faecal coliforms, Nitrate, Nitrite, Sulphate, Fluoride, Ammonia, Chloride, Heavy metals, Total Organic Carbon, and Trihalomethanes.
• Ensure all testing complies with relevant legislation, ISO standards, and water quality regulations.
• Maintain qualified personnel with relevant experience, including microbiologists and chemists with at least 3 years’ experience.
• Submit certified certificates of key personnel and relevant experience documentation.
• Transport samples securely and deliver timely results to the municipality.

Skills and Skills Requirements

The service provider must demonstrate:

• Proficiency in microbiological and chemical water analysis, with personnel qualified in Chemistry and Microbiology.
• Experience in bacteriological analysis of water and chemical analysis of water samples.
• Capability to perform analyses according to ISO 17025 accreditation standards.
• Ability to provide certified certificates of accreditation and participate in proficiency testing schemes.
• Competence in sample collection, transportation, and timely reporting of results.
• Knowledge of relevant legislation, including Water Services Act, National Water Act, and SANS 241 standards.
