Objectives

The primary objective of this tender is to select a reputable service provider to supply laundry services to Eskom's Matla Power Station for a period of five (5) years. The goal is to ensure hygienically clean and safe laundry items, including PPE, table linen, medical linen, and other laundry, in accordance with specified standards and safety requirements. The service provider must maintain high quality standards, ensure safety, and provide reliable collection and delivery services throughout the contract period.

Scope

• Location: Matla Power Station, Kriel, Mpumalanga.
• Duration: 5 years.
• Services include: Washing, ironing, folding, packaging, and delivery of various laundry items such as:
  • Table cloths (square and round), overlays, runners, chair covers, napkins, curtains
  • Chef uniforms (jackets, pants, shirts, aprons, hats), fire and safety gear
  • Bed linen (sheets, blankets, pillowcases), towels, and other specified items
• Operational requirements:
  • Laundry must be washed according to garment labels or standards provided by Eskom.
  • Maintain hygiene and safety standards, including replacing damaged zips, stitching tears, and ensuring proper handling of contaminated textiles.
  • Collection and delivery of laundry items to and from Matla Power Station.
  • Ensure quality control, including inspection of laundry on collection and delivery, and address defects within 48 hours.
  • Provide detergents, chemicals, and all necessary equipment and labor.
• Additional requirements:
  • Compliance with Eskom’s safety, health, environment, and quality standards.
  • Provision of contingency plans for equipment failure, water and electricity disruptions, strikes, and other risks.
  • Adherence to environmental management and safety regulations, including submission of relevant documentation and permits.

Technical Requirements

• Experience: Minimum of 3 years in laundry or dry-cleaning services, with proof via reference letters, contracts, payroll records, or tax returns.
• Facilities: Ownership or valid lease agreement of laundry premises, with proof submitted during tendering.
• Quality Control: Submission of a process flow for laundry operations, including quality assurance measures, chemical handling, and SDS documentation.
• Equipment: All laundry equipment must be installed, calibrated biannually, and serviced per manufacturer instructions. Calibration certificates and maintenance records are required.
• Chemical Handling: Declaration of detergents and disinfectants used, with SDS attached.
• Contingency Plans: Submission of backup plans for vehicle repairs, equipment failure, water supply interruptions, and industrial protests.
• Environmental & Safety Compliance: Submission of environmental authorizations, SHE management plans, and proof of compliance with relevant legislation.
• Site Access & Security: Attendance at Eskom induction, adherence to site rules, and proper documentation for access.
• Labelling & Packaging: Proper labelling of laundry items, packaging in clear plastics or approved materials, and adherence to Eskom labelling specifications.
• Inspection & Testing: Regular inspections during collection and delivery, with defect rectification within specified timeframes.
• Pricing: All costs including labor, detergents, transport, insurance, levies, and compliance costs must be included in the tendered rates. Pricing must be fixed for the contract duration unless adjustments are specified and justified.
• Documentation: Submission of all mandatory documents, including proof of premises, experience, chemical declarations, environmental permits, and compliance certificates.

The successful service provider must demonstrate technical capability, experience, and compliance with all safety, environmental, and quality standards. The scope encompasses comprehensive laundry services with reliable collection and delivery, quality assurance, and contingency planning to ensure uninterrupted service over the five-year period.

Additional Notes

All tenderers are required to adhere to Eskom’s procurement policies, submit all mandatory documentation, and participate in site visits and clarification meetings as stipulated. The evaluation process includes mandatory technical criteria, qualitative assessments, and price evaluation, with a minimum threshold of 75% for technical evaluation. Preference points will be awarded based on BBBEE status and specific goals, with the possibility of contract award based on objective criteria beyond just price.
