Objectives

The primary objective is to appoint a qualified service provider to supply digital legal research software subscriptions for two (2) National Radioactive Waste Disposal Institute officials over a fixed three-year contract period.

Scope of Work

• Provide two (2) Base Legal Research Packages containing current and historical legislation, legal guides, precedents, analytical commentary, and regulatory news alerts across multiple jurisdictions.
• Supply specialized subscription modules for Constitutional Law, Employment/Labour Law, High Court Rulings, Corporate Governance/Risk & Compliance, Civil Litigation & Procedure, and Procurement/Commercial Law.
• All user licenses must be activated by 31 August 2026.
• Payment will be structured annually over the three-year term, processed within thirty days of receiving accurate invoices.

Technical Requirements

• Bidders must confirm compliance with all eight specified subscription line items and submit proof of authorized OEM distribution status.
• Mandatory administrative compliance includes complete pricing submissions, timely delivery, two verifiable client reference letters, certified identification copies of directors/owners, tax compliance, and Central Supplier Database registration.
• Functionality evaluation (maximum 100 points) assesses relevant industry experience (35 points), proven delivery and implementation track records (35 points), and documented frequency of case law updates (30 points). A minimum threshold of 70 points is required to advance.
• Shortlisted suppliers achieving at least 80 functionality points must conduct a live virtual workshop demonstrating core platform capabilities, including search accuracy, user interface navigation, document management tools, onboarding/training support, automated alert configuration, and mobile accessibility.
• All submissions are subject to the National Treasury General Conditions of Contract and standard preferential procurement regulations.

Skills Requirements

• Demonstrable expertise in delivering legal research platforms, supported by contactable client references verifying years of operational experience.
• Proven capability in end-to-end service implementation, including user training, technical maintenance, and ongoing customer support.
• Technical proficiency to effectively navigate and showcase advanced software features during the mandatory virtual demonstration phase.
• Administrative competence to prepare compliant quotations, complete statutory bid forms, and manage multi-year licensing agreements.
