Objectives

The primary objective of this tender is to procure maintenance services for the Outside Ash Plant at Kendal Power Station for a period of 60 months. The aim is to ensure the reliable and efficient operation of the ash handling facilities through contracted maintenance support.

Scope

The scope includes the provision of maintenance services for the Outside Ash Plant at Kendal Power Station over a 60-month period. It encompasses all activities necessary to maintain, service, and support the ash plant to ensure operational readiness and compliance with Eskom standards.

Technical Requirements

• Compliance with Eskom’s safety, health, and environmental standards, including ISO 14001:2015.
• Implementation of a Quality Management System (QMS) aligned with ISO 9001 standards, including documented procedures, quality plans, and inspection/test plans.
• Adherence to environmental management plans, risk assessments, and emergency procedures.
• Provision of qualified personnel with relevant skills and certifications, including occupational health and safety requirements.
• Development and submission of inspection, test, and quality control plans.
• Compliance with Eskom’s contractual, safety, and environmental specifications, including risk management and safety assessments.
• Provision of environmental management plans and environmental emergency procedures.
• Provision of documentation such as safety and health evaluations, management review records, and audit reports.
• Adherence to Eskom’s labelling, cataloguing, and delivery specifications for materials and equipment.

Skills and Skills Development Requirements

• Development of skills for unemployed candidates across various levels, including:
  • On-the-job training for roles such as Mechanical Fitter (Level 2, N3/Trade), Controller, and Officer (Level 2).
  • Participation of candidates from all provinces, representative of South Africa’s demographics.
• Proposals for developing critical and scarce skills, including collaboration with SETA-accredited training providers.
• Creation and retention of jobs within South Africa, with candidates sourced locally and representative of the population demographics.
• Provision of training and skills development for personnel involved in significant activities, such as oil spills and herbicide application.
• Cost responsibility for skills development lies with the tenderer; Eskom does not contribute financially.

Additional Skills Requirements

Tenderers must submit proposals for developing unemployed candidates, including the number of jobs created and retained, and the types of skills and occupations targeted. Candidates should be sourced from local communities, and the process involves participation from the supply network and SETA providers.
