Objectives

The primary objective of this tender is to outsource cargo handling services, including the provision of material handling equipment, at the Kendal Inland Terminal for a period of three (3) months. The successful bidder will be responsible for receiving coal into the terminal, stockpiling, and loading coal onto rail wagons, ensuring efficient and safe operations aligned with specified standards.

Scope

The scope encompasses:

• Provision of cargo handling services for coal at Kendal Inland Terminal for three months.
• Supply and operation of front-end loaders with load cells and staff for inbound receipt, stockpiling, and outbound loading of coal.
• Management of stockpiles, including registration, grading, and description of cargo.
• Operational activities such as offloading from road trucks, stacking, and loading onto rail wagons, adhering to safety and operational standards.
• Rail loading procedures, including wagon preparation, safety checks, and compliance with regulatory requirements.
• Maintenance of safety, environmental, and operational documentation, including SHE files and insurance coverage.
• Personnel management, including adequate staffing, shift management, and transportation of labor.
• Ensuring equipment availability, safety compliance, and operational efficiency throughout the contract period.

Technical Requirements

• Provision of front-end loaders equipped with load cells, orange revolving lights, reverse sirens, and periodic maintenance certificates.
• Equipment must operate reliably in a dry, dusty, industrial environment at high altitude (~1500 meters), with temperatures from -1°C to 40°C and high humidity.
• All equipment must meet safety standards, have valid workload certificates, and be tested per relevant legislation.
• Operational capacity must align with the terminal’s handling volumes (up to 322,000 tons over two months).
• Compliance with railway safety and operational standards, including proper wagon loading, level profiles, and spill management.
• Availability of insurance (minimum R5,000,000) covering liability, indemnity, and public risks.
• Adherence to safety, health, and environmental (SHE) requirements, including safety files, medicals, PPE, and site access controls.
• Operational 24/7, with shift patterns aligned to terminal requirements, and flexibility to adapt to operational changes.

Skills Requirements

• Proven experience in cargo handling, particularly in coal terminal operations.
• Qualified personnel with valid competency certificates for operating heavy equipment such as front-end loaders and rail wagons.
• Ability to manage stockpile registration, grading, and documentation accurately.
• Strong safety awareness and compliance with SHE standards, including maintaining safety files and conducting safety meetings.
• Effective communication skills, including use of two-way radios for coordination during operations.
• Capacity to manage personnel logistics, including shift management and transportation of staff.
• Ability to respond promptly to equipment breakdowns and operational disruptions, providing contingency plans and replacements as needed.
