Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to deliver a comprehensive turnkey solution. This includes leasing office accommodation to the Gautrain Management Agency (GMA), providing office interior design, installation, and office removal services. The goal is to establish a modern, accessible, and efficient office environment that supports GMA's strategic objectives and operational needs.

Scope

The scope encompasses:

• Provision of new office accommodation within Gauteng Province, ideally within 5 km of a Gautrain station.
• Interior design, fitting, and installation of office spaces.
• Office relocation/removal services from current premises to the new office.
• Provision of related services such as security, accessibility, parking, and environmental sustainability measures.
• Lease of office building for a period of five years, including interior setup and office removal within specified timelines.

Technical Requirements

The technical specifications include:

• Office space of at least 8,000 m² to 10,000 m², with flexible layouts for departmental and collaborative workspaces.
• Building must be accessible, with features such as ramps, elevators, accessible restrooms, signage, and tactile wayfinding.
• Parking facilities: minimum 250 underground bays, with provisions for electric vehicle charging, visitor, motorcycle, and bicycle parking.
• High-speed fibre internet connectivity, server room space with fire-resistant walls, and uninterrupted power supply with backup generators.
• Environmental standards including green building certifications (e.g., Green Star, LEED), waste management, and energy efficiency systems.
• Security systems such as CCTV, perimeter fencing, access control, and emergency egress routes.
• Compliance with health and safety regulations, including occupational health and safety management.

Skills and Experience Requirements

Applicants must demonstrate:

• At least 10 years of experience in managing large-scale commercial property leasing, office fit-outs, and relocations.
• Proven track record in delivering similar projects, with at least five completed references.
• Expertise in project management, interior design, health and safety, and environmental sustainability.
• Qualified professionals including project managers, interior designers (membership with relevant bodies such as IID), health and safety specialists (certified with SACPMP or SAIOSH), and property managers (registered with SAPOA or PPRA).
• Capability to provide comprehensive project governance, risk management, and quality assurance throughout the project lifecycle.
• Experience in managing office removals, furniture handling, and ensuring minimal disruption during transition.
