Objectives

The primary objective of this tender is to procure services for the provision, facilitation, and training related to Occupational Health and Safety (OHS) for the Border Management Authority (BMA). This includes training on OHS policies, first aid, fire marshal duties, hazard identification, incident investigation, and other related areas to promote a safe and healthy work environment across various ports of entry and head office locations. The aim is to equip personnel with the necessary knowledge, skills, and accreditation to ensure compliance with legislative frameworks and to foster a safety-conscious culture within the organization.

Scope

The scope encompasses:

• Training and certification of BMA members, including OHS representatives, supervisors, and committee members at head office and 71 ports of entry nationwide.
• Provision of accredited training courses covering topics such as OHS policies, first aid, fire marshal duties, hazard identification, risk assessment, and incident investigation.
• Facilitation of training sessions across four regions, tailored to regional needs, with practical exercises and group discussions.
• Issuance of certificates of competence and statements of results upon successful completion.
• Provision of training materials, manuals, and necessary logistical arrangements.

Technical Requirements

The technical requirements include:

• Accreditation from recognized accreditation bodies such as HWSETA, TETA, MER SETA, and ISO 45001:2018.
• Experience in delivering OHS and SHE training to similar organizations.
• Provision of customized, practical, and interactive training sessions tailored to BMA’s specific needs.
• Delivery of training over nine days per session, covering various topics as specified.
• Issuance of official certificates of competence and statements of results.
• Travel to designated regions and venues as communicated.

Skills Requirements

The successful service provider must demonstrate:

• Relevant expertise and proven experience in occupational health and safety training.
• Accreditation from recognized bodies ensuring quality and compliance standards.
• Ability to develop and deliver customized training programs with practical exercises.
• Qualified trainers with knowledge of OHS regulations, standards, and best practices.
• Capacity to coordinate training logistics across multiple regions and venues.
• Ability to assess and certify participants, providing official documentation of competence.
