Objectives

The primary objective of this tender is to procure suitable office accommodation in Cape Town for Legal Aid South Africa's local office, with a lease term of up to five years. The aim is to establish a functional, accessible, and compliant office space that supports the organization’s mandate of providing legal aid services to indigent and vulnerable populations, ensuring proximity to courts and public transport, and facilitating operational efficiency.

Scope

The scope includes:

• Identification and leasing of office premises in Cape Town within specified size (minimum 906m² and maximum 1087m²).
• Provision of parking bays (7 required), accessible facilities, and compliance with building regulations.
• Refurbishment and tenant installation as per specifications, including partitioning, air conditioning, painting, flooring, network and telephone points, blinds, and UPS facilities.
• Ensuring building accessibility for persons with disabilities and compliance with health, safety, and zoning laws.
• Submission of detailed cost breakdowns, refurbishment plans, and supporting documentation.
• Evaluation and selection based on technical compliance, functionality, and cost-effectiveness.

Technical Requirements

The technical specifications for the office accommodation include:

• Office space of at least 906m², with provisions for reception, waiting area, consultation rooms, and management offices.
• Secure, lockable parking for Legal Aid SA vehicles (minimum 7 bays).
• Building located within proximity to courts and public transport (e.g., taxi ranks, train stations).
• Ground floor or building with functional lifts.
• Compliance with all relevant building laws, health and safety regulations, and zoning requirements.
• Facilities for disabled access, including accessible entrances and toilets.
• Provision of necessary network and communication infrastructure, emergency backup power, and branding space for signage.
• Refurbishment plans including partitioning, air-conditioning, painting, flooring, network points, blinds, and UPS integration.

Skills and Experience Requirements

Proposed bidders must demonstrate:

• Relevant experience in property leasing, management, and refurbishment of office spaces, preferably within the public sector or legal environment.
• Successful track record of delivering similar projects on time, within budget, and in compliance with technical specifications.
• Ability to provide detailed cost breakdowns, refurbishment schedules, and supporting documentation.
• Capacity to coordinate with property owners, contractors, and legal authorities to ensure compliance and timely completion.
• Knowledge of local building regulations, zoning laws, and health and safety standards.
• Strong project management and communication skills to handle site inspections, reporting, and stakeholder engagement.
• Financial stability and compliance with procurement policies, including registration on the Central Supplier Database (CSD) and valid tax clearance.
