Objectives

The primary objective of this tender is to procure suitable office accommodation space for the Eastern Cape Liquor Board (ECLB) Head Office in Kugompo City. The aim is to secure a location that meets operational, security, and accessibility requirements, preferably within a radius of two kilometers from public transport facilities, with options for lease durations supporting operational flexibility and long-term planning.

Scope

The scope includes the provision of office space that complies with detailed specifications outlined in the Terms of Reference (TOR), including space for executive offices, operational divisions, meeting rooms, general areas, parking bays, security features, ICT infrastructure, and amenities such as kitchens and ablution facilities. The lease should support the operational needs of the ECLB, including flexibility for reconfiguration, security, accessibility, and compliance with relevant standards.

Additionally, the scope covers:

• Assessment of premises for compliance with technical and security standards
• Provision of necessary infrastructure such as high-speed fiber optic connectivity and backup power
• Adherence to environmental and safety regulations
• Preparation and submission of proposals for lease durations of 2, 3, or 5 years, with options for extension
• Implementation of security, fire safety, and accessibility features
• Compliance with procurement, legal, and contractual conditions

Technical Requirements

The technical requirements specify that the premises must include:

• Minimum usable space of 1,357.20 m² with designated offices for key management and divisions
• Meeting rooms with movable acoustic partitions and secure communication facilities
• Security features including perimeter fencing, CCTV, alarm systems, and secure access controls
• Provision of ICT infrastructure with high-speed fiber optic connection, backup power, and Wi-Fi coverage
• Proper electrical wiring, lighting, and energy-efficient systems
• Accessible ablution facilities, including provisions for persons with disabilities
• Parking bays (45 total, with 4 designated for persons with disabilities), paved and demarcated
• Compliance with relevant building standards, fire safety, water, and sanitation regulations
• Installation of demountable partitioning with noise reduction capabilities (minimum 45 dB)
• Provision for future reconfiguration and expansion of workspaces

Skills and Capacity Requirements

The bidder must demonstrate:

• Experience in leasing and managing office accommodation, supported by at least three reference letters from recent leases (not older than five years)
• Capacity to deliver the project within specified timelines and budget
• Technical expertise in office fit-out, security systems, ICT infrastructure, and building compliance
• Ability to provide comprehensive security, fire safety, and environmental management services
• Proven ability to coordinate with service providers for high-speed connectivity, backup power, and other technical installations
• Capacity to manage lease agreements, maintenance, and operational support throughout the lease period
• Compliance with procurement regulations, including submission of all required documentation and adherence to evaluation criteria
