Objectives

The primary objective of this tender is to appoint a contractor responsible for the operation and maintenance of the Baggage Handling System at King Shaka International Airport for a period of 60 months. The contractor will ensure the system's reliable operation, maintenance, and support to facilitate efficient baggage handling services.

Scope

The scope includes:

• Provision of comprehensive operation and maintenance services for the baggage handling system.
• Site inspections and site-specific understanding of the baggage handling infrastructure.
• Management of mechanical, electrical, control systems, conveyors, carousels, PLCs, SCADA, and related equipment.
• Provision of qualified personnel, equipment, and resources necessary for system operation and maintenance.
• Adherence to safety, environmental, and quality standards as specified in the contract documentation.

Technical Requirements

The technical requirements include:

• System operation and maintenance of baggage handling equipment, conveyors, carousels, PLC systems, SCADA, and controls.
• Provision of qualified personnel with relevant certifications and experience in airport baggage systems, electrical/mechanical engineering, control systems, and project management.
• Demonstrated experience in managing airport baggage systems or similar conveyor systems for at least 12 months, with references.
• Compliance with safety, health, and environmental standards, including submission of Occupational Health and Safety questionnaires.
• Provision of detailed project plans, CVs of key personnel, and supporting qualification certificates.
• Implementation of quality assurance, risk management, and safety protocols.
• Provision of insurance and compliance with all legal and contractual obligations.

Skills Requirements

The skills and qualifications required from the tenderers include:

• Technical Qualifications:
  • National Diploma (NQF level 6) or higher in Electrical, Mechanical, Electronics, or Computer Engineering OR Operations Management.
  • Trade Test Certificate for Millwright (SAQA accredited).
  • N3 or above in Mechanical/Electrical Engineering from accredited institutions.
• Experience:
  • Minimum of 6 years managing maintenance of conveyors, carousels, or airport baggage systems.
  • Experience in control systems such as PLC, SCADA, and related controls for at least 3 years.
  • Proven track record with at least three reference letters demonstrating successful operation and maintenance of baggage or conveyor systems for a minimum of 12 months each.
• Project Management & Safety Skills:
  • Ability to develop detailed project plans and schedules.
  • Competence in health and safety management, including SHE policies, risk assessments, and emergency procedures.
• Other Skills:
  • Strong communication, reporting, and documentation skills.
  • Ability to work collaboratively with airport authorities and stakeholders.
