Objectives

The primary objective of this tender is to establish a contract for the provision of parts and labour for the maintenance, repair, and overhaul of plant and vehicles owned by the Department of Transport in the Eastern Cape Province. The contract aims to ensure efficient and effective support from franchise holders, original equipment manufacturers, and dealership networks over a period of thirty-six (36) months, facilitating ongoing operational readiness and asset management.

Scope

The scope encompasses:

• Provision of parts and labour for maintenance, repair, and overhaul of various plant and vehicle types, including earthmoving machinery, trucks, buses, vans, sedans, and specialized equipment from multiple brands such as Caterpillar, Toyota, Nissan, Volkswagen, Komatsu, Mercedes Benz, Isuzu, Chevrolet, JCB, Fuso, Suzuki, Wirtgen, Mitsubishi, Volvo, Man, Hitachi, Case, Sany, Bomag, Leibher, and others.
• Routine servicing, major overhauls, refurbishment, and emergency repairs.
• Supply of spare parts, including new, second-hand, exchange, and manufactured components.
• Provision of technical advice, training, and reporting on plant abuse and operational issues.
• Adherence to specified warranty periods and quality standards.
• Participation in inspections, quotations, and adherence to procurement procedures.

Technical Requirements

The technical requirements include:

• Provision of qualified artisans and technical personnel with relevant certifications.
• Use of approved and genuine spare parts conforming to manufacturer specifications.
• Maintenance of adequate workshop facilities within the Eastern Cape Province or nearby areas.
• Implementation of warranty guarantees for parts and labour, with specified minimum periods.
• Reporting and documentation of causes of failure, abuse, and operational issues.
• Adherence to safety, quality, and environmental standards as per legislation and departmental policies.
• Provision of detailed quotations, work reports, and compliance with repair timeframes.

Skills Requirements

The skills and qualifications required include:

• Certified artisans with trade test certificates (Red Seal) or equivalent qualifications.
• Technical expertise in diagnosing, repairing, and overhauling a variety of plant and vehicle types and brands.
• Ability to provide expert technical advice and support.
• Experience in managing workshop facilities, spare parts inventory, and maintenance schedules.
• Competence in reporting, documentation, and compliance with contractual and safety standards.
• Knowledge of relevant legislation, procurement policies, and environmental regulations.
