Objectives

The primary objective of this tender is to secure services for the provision of pest control, rodent management, and nuisance animal removal at various facilities within the City of Cape Town. The goal is to ensure effective pest and animal management to maintain health, safety, and environmental standards across multiple city facilities over a contract period of up to 36 months.

Scope

The scope includes comprehensive pest disinfestation, rodent control, and nuisance animal removal services across designated areas and facilities within the City of Cape Town. It covers services such as pest treatment, animal removal, nest and carcass clearance, and related sanitation and preventative measures. The services extend to various types of pests and animals, including insects, rodents, snakes, birds, bats, stray animals, and invasive species, with specific requirements for service delivery, documentation, and compliance at multiple outlying facilities and infrastructure.

Technical Requirements

• Provision of pest control, rodent management, and nuisance animal removal services during operational hours, with oversight by City officials.
• Use of registered and approved chemicals, pesticides, fumigants, and biological or mechanical interventions, adhering to all relevant legislation (e.g., Fertilizers Act, POPIA, Occupational Health & Safety Act).
• Application of approved pest control methods, including space spraying, baiting, trapping, exclusion, nest removal, and animal relocation, with specific procedures for each pest/animal type.
• Provision of safety data sheets, safety plans, and PPE for all personnel involved.
• Implementation of environmental and waste management standards, including hazardous waste disposal and biosecurity measures.
• Service delivery to outlying facilities with travel and logistical arrangements based on AA rates and verified routes.
• Monitoring, supervision, and reporting mechanisms, including monthly reports, staff identification, and adherence to health and safety protocols.
• Response times for emergency call-outs (2-4 hours) and adhoc services (within 24 hours).
• Provision of equipment such as ladders, elevated work platforms, and pest control tools, ensuring safe access at heights.

Skills and Skills Requirements

• Qualified and registered Pest Control Operators (PCOs) compliant with the Fertilizers Act and related legislation.
• Personnel trained in safe handling and application of pesticides, fumigants, and biological control methods.
• Experienced staff capable of animal relocation, nest removal, and pest management in accordance with environmental regulations (e.g., NEMBA).
• Staff equipped with appropriate PPE and trained in occupational health and safety standards.
• Supervisory staff with proven capability in service monitoring, reporting, and compliance management.
• Technical expertise in the use of application systems, pest identification, and integrated pest management techniques.
• Ability to respond promptly to emergency and adhoc requests, with adequate staffing and logistical support.
• Knowledge of environmental legislation, waste disposal, and biosecurity protocols relevant to pest and animal control.
