Technical Requirements

Bidders must comply with the following procedural and technical submission requirements:

Skills and Qualifications Requirements

• 80/20 Scoring Model: Evaluations are split between functionality (80%) and price (20%). Within functionality, 15 points are allocated to B-BBEE status and 5 points to locality preference. Only bids reaching 70/100 functionality points proceed.
• B-BBEE (Broad-Based Black Economic Empowerment): A national policy framework aimed at increasing economic participation and ownership by historically disadvantaged individuals. Bidders must submit valid, up-to-date empowerment certificates reflecting their current rating.
• Central Supplier Database (CSD): A government-managed registry used to verify supplier legitimacy, tax compliance, and banking details. Pre-adjudication registration is compulsory for responsiveness.
