Objectives

The primary objective of this tender is to procure resources to assist Transnet Port Terminals (TPT) in quantifying and addressing PFMA (Public Finance Management Act) violations related to payments made during the 2025/2026 financial year. The resources will support the PFMA department in testing payments, identifying violations, and ensuring compliance with PFMA and procurement regulations.

Scope

The scope includes providing a team of one senior and six junior resources over a period of five months (from approximately January to June 2026). The resources will:

• Assist in verifying payments and identifying PFMA violations using prescribed procedures.
• Address outstanding actions in the PFMA remedial plan.
• Perform other PFMA compliance and reporting duties as assigned.
• Work on-site at TPT premises, primarily stationed in Durban.

Resources are expected to commence work immediately after contract award, with delivery timelines confirmed by the bidder.

Technical Requirements

• Provision of 1 senior resource and 6 junior resources with relevant experience in PFMA, auditing, or related fields.
• Junior resources must have at least 3 years’ relevant PFMA experience and appropriate qualifications (e.g., B.Com accounting degree or B-TECH internal audit).
• The senior resource must be a registered chartered accountant with at least 5 years’ PFMA experience.
• Resources must work a minimum of 8.5 hours daily, with weekly timesheet submissions.
• Overtime may be required and will be compensated at the normal rate.
• Resources must use their own transport to and from TPT premises, with TPT providing parking.
• Provision of workstations, laptops, and access to TPT systems.
• Compliance with TPT’s health, security, and information security policies.

Skills Requirements

• Experience in testing and quantifying irregular expenditure and PFMA violations.
• Proven ability to verify payments against PFMA compliance procedures.
• Junior resources: at least 3 years’ relevant PFMA or internal audit experience, with qualifications such as B.Com accounting or B-TECH internal audit.
• Senior resource: registered chartered accountant with at least 5 years’ PFMA experience.
• Ability to work independently, meet deadlines, and produce accurate reports.
• Strong understanding of PFMA regulations, procurement policies, and compliance procedures.
