Objectives

The primary objective of this tender is to secure services for the provision of physical guarding and VIP protection services to the Saldanha Bay Municipality for the period from 01 July 2026 to 30 June 2029. The aim is to ensure the safety and security of municipal assets, officials, employees, and the public through professional security and protection services.

Scope

The scope encompasses a comprehensive range of security services across various municipal sites, including:

• Town-based office buildings
• Community service centers
• Depots
• Sports grounds and nurseries
• Resorts
• Landfill sites
• Wastewater treatment plants and pump stations
• Libraries
• Control rooms
• VIP protection services

Services include guarding, access control, VIP protection, control room operations, and ad-hoc security services, all in accordance with the municipality’s specific requirements and SOPs.

Technical Requirements

• Provision of trained, qualified security personnel registered with PSIRA, with a minimum Grade C qualification.
• Premises must be zoned for business and open for inspection at any time during the contract.
• Development and submission of site-specific SOPs for approval prior to implementation.
• Compliance with relevant legislation, including the Private Security Industry Regulation Act (PSIRA) and other applicable laws.
• Provision of security equipment, uniforms, communication devices, and transport as specified.
• Implementation of access control measures in accordance with legislation and site-specific requirements.
• Provision of control room operations, CCTV monitoring, and incident management.
• Provision of VIP protection services on an as-needed basis, including armed guards and vehicles.
• Adherence to health, safety, and security standards, including regular training and ongoing assessment of security personnel.
• Provision of insurance coverage for all security services and personnel.

Skills Requirements

• Experience of project managers and security companies in delivering large-scale security services, with references to demonstrate past performance.
• Capacity to fulfill contractual demands, including sufficient workforce, transport, and operational facilities.
• Qualified and registered security officers with PSIRA, trained in security procedures, emergency response, and VIP protection.
• Ability to develop and implement site-specific SOPs, conduct risk assessments, and adapt to changing security needs.
• Strong administrative and record-keeping skills for incident reports, patrol logs, and compliance documentation.
• Effective communication skills in at least two official languages of the municipality (Afrikaans, English, Xhosa).
• Capability to respond promptly to security incidents and emergencies, with contingency planning in place.
