Objectives

The primary objective of this tender is to secure the provision of physical security services at various sites within the Ngaka Modiri Molema District for a period of thirty-six (36) months. The goal is to ensure the safety and protection of departmental assets, personnel, and infrastructure through reliable security services that meet specified standards and requirements.

Scope

The scope encompasses the provision of comprehensive physical security services across multiple sites including district offices, camps, workshops, brick plants, and other designated locations within the Ngaka Modiri Molema District. The services include access control, patrols, guarding of assets, incident recording, supervision, and compliance with site-specific instructions. The contract covers all related activities necessary to maintain a secure environment, with the Department reserving the right to increase or decrease the number of guards and sites as needed.

Specific sites include Molopo, Ditsobotla, Lehutshe, Marico, Lobatla, Rietdraai, Moshana, and others, with detailed site-specific requirements and guard shifts outlined in the tender documentation.

Technical Requirements

• Experience & Certification: Bidders must demonstrate relevant experience with at least five security contracts, including references and appointment letters for contracts with 100+ guards.
• Registration & Compliance: All security officers and the company must be registered with PSIRA, with valid certificates and good standing certificates. The company must be registered on the National Treasury Central Suppliers Database (CSD) and be tax compliant.
• Insurance & Subcontracting: The company must hold liability insurance of R10,000,000 and indicate subcontracting plans, with at least 30% of the contract value subcontracted to qualifying entities.
• Site & Equipment: The contractor must establish a 24-hour control room within 30 days, equipped with specified security equipment, and conduct regular site inspections and visits by supervisory personnel.
• Personnel & Uniforms: All security officers must be PSIRA-registered, trained, and issued with proper uniforms and identification. Officers are to perform specified duties including access control, patrols, screening, record-keeping, escorting, and reporting.
• Operational & Administrative Procedures: The contractor shall develop a Site Instruction Manual, maintain records, conduct patrols, and ensure proper communication and reporting mechanisms are in place.
• Performance & Penalties: Timely delivery, adherence to service levels, and compliance with contractual obligations are mandatory. Penalties apply for delays or non-compliance, and the contract may be terminated for default or insolvency.
• Legal & Regulatory Compliance: All services must comply with relevant legislation, including the Private Security Industry Regulatory Act, and adhere to government procurement regulations and standards.
